This study set out to select controversial issues teaching as a social studies teaching and learning method to help students increase rational decision making skills and examine the meanings and importance of controversial issues study by reviewing previous studies. The study also aimed to review the models of controversial issues teaching developed by domestic and foreign researchers, identify their implications, and devise a controversial issues teaching model of elementary social studies proper for the given situations. The number of controversial issues that divide people over various social problems continues to rise and is expected to keep rising. Thus there is a need to cultivate citizens who are capable of rationally resolving controversial issues or problems. Controversial issues teaching is a teaching method to teach the ways and skills to rationally resolve controversial issues and problems. It values a process of the students sorting out their opinions in a comprehensive manner and solving through diverse exploratory activities, and can contribute to the objectives of social studies, especially improvement of higher-order thinking. In the study, the investigator reviewed controversial issues teaching models developed by researchers and devised one proper for elementary school by taking into account the students’ cognitive development levels, controversial issues based on a consideration of the students’ levels and interest, and a culture of discussion in the classroom. Since there were many difficulties in completing the model in an hour, the model was developed to consist of two hours. The first hour was devoted to understanding controversial issues, finding their innate value issues, collecting and sorting out various pieces of information and data, and establishing one’s own position, and the second hour involved a general discussion to explore controversial issues in full scale, exploration of alternatives, and arrangement of study content. Those controversial issues teaching lessons turned out to help the students increase their decision making skills through a process of investigating the facts and values related to social issues and carrying out discussions about solutions.

본 연구의 목적은 합리적인 의사결정능력을 신장시킬 수 있는 사회과 교수·학습 방법으로 논쟁문제 수업을 선정하고 기존의 선행연구들을 통하여 논쟁문제학습의 의미와 중요성을 살펴보고, 우리 실정에 맞는 초등학교 사회과 논쟁문제학습 모형을 구안하는데 있다. 우리 사회의 여러 가지 문제에 대하여 찬·반 의견 대립이 맞서는 쟁점들이 많이 늘어나고 있고 앞으로도 더욱 늘어날 것이다. 이러한 논쟁문제 또는 쟁점문제를 합리적으로 해결하는 시민의 육성이 필요하고, 이러한 논쟁이나 쟁점을 합리적으로 해결하는 방법과 능력을 가르치는 교수 방법이 논쟁문제학습이다. 논쟁문제학습은 학생들이 다양한 탐구 활동을 통하여 자신의 의견을 종합적으로 정리하고 해결하려는 과정을 중시하며, 사회과의 목표 특히 고급 사고력 향상에 크게 기여할 수 있다. 그 동안 여러 학자들이 개발한 논쟁문제수업 모형을 검토하여 학생들의 인지적 발달 수준, 학생들의 흥미와 수준, 교실의 토론 문화를 고려하여 초등학교에 적합한 논쟁문제 수업모형을 개발하였다. 초등학교에서 논쟁문제 수업모형은 한 차시에 완성하기에는 여러 가지 어려운 점이 많아서 두 차시로 나누어 개발하였다. 1차시에서는 논쟁문제를 파악하고 여기에 내재된 가치문제를 확인하고 다양한 정보와 자료를 수집·정리하여 자신의 입장을 정하는 것으로 논쟁문제를 도입한다. 2차시에는 본격적인 논쟁문제 탐구를 위하여 전체 토론을 실시하고, 대안을 모색하고 학습내용을 정리하는 것이다. 이러한 논쟁문제수업을 통하여 학생들이 사회적 쟁점과 관련된 사실과 가치를 조사하고 해결책에 관하여 토론하는 과정을 통하여 의사결정능력을 신장시키는데 있다.
