The purpose of this article is to explore challenges and possible solutions for successful implementation of the new teacher evaluation for professional development. For the data collection, we relied on the survey for teachers and informal conversational interview with officials who were charged of teachers’ professional development in municipal and provincial education offices. The results show that both teachers and teacher trainers have difficulty in complete the training courses within the assigned time. The inservice training institute under each municipal and provincial education office is threatened with heavy workload because the new policy are carried out without any additional staffing or resources. Therefore, online training courses and customized professional development programs are performed superficially. Moreover, officials in charge of teacher training do not fully understand how to design education and training courses according to the criteria for teacher evaluation. Based on the result, we discussed current challenges in customized professional development programs, and provide some suggestions for enhancing teacher professional practice and successful implementation of the new teacher evaluation for professional development.

본 연구의 목적은 2010년 교원능력개발평가의 결과를 토대로 이루어진 교원능력개발평가 연계 연수의 성과 및 문제점에 대한 분석을 토대로 교원능력개발평가 연계 연수 제도 시행 상의 불안정성을 해소하고, 교원능력개발평가의 도입 목적인 교원의 전문성 신장이 연계 연수 제도를 통해 구현되며, 연계 연수가 효과적으로 이루어질 수 있도록 하기 위한 방안들을 모색하는데 있다. 이를 위하여 본 연구에서는 2010년 교원능력개발평가의 결과 자료를 토대로 교원능력개발평가 연계 연수의 성과와 문제점을 분석하고 개선방안을 도출하기 위하여 문헌고찰과 교원을 대상으로 한 설문조사, 연수를 담당했던 교육전문직들을 대상으로 면담 조사를 실시하였다. 연구결과, 2010년 교원능력개발평가 연계 연수는 ① 제한된 방학기간, 부담되는 연수시간, ② 연수원 업무 과중, ③ 형식적인 원격 연수, ④ 맞춤형이 아닌 맞춤형 연수, ⑤ 애매한 지표별 연수, ⑥ 시간 때우기식 연수 등 크게 6가지 문제점이 지적되었으며, ① 개인별 맞춤형 자율연수의 활성화, ② 전국단위의 연수 실시, ③ 의식변화를 위한 노력 등의 개선방향이 도출되었다. 이러한 연구결과를 바탕으로 교원능력개발평가 연계 연수의 효과성을 증진시키기 위한 개선방안을 제안하였다.
