A Case Study of the Formation of A Self-Governing Community in a Lifelong Learning City : Focusing on the Learning Campaigns of the Boolsi and the Symphony Society in Icheon City

Recently in Korea the centralized government administration has evolved into a decentralized local government. In this process of change the local communities and their self-self-administration have been emphasized. In this study, the formation of the self-governing communities, a new form of learning community, in the life-long learning city has been studied. The learning campaign of the Boosi group and the Symphony Society have been the major focus this study. This study has produced interesting conclusions. First, the success of a self-governing local communities promoting life-long learning is significantly influenced by the leadership of the mayor of the local government, by the formation of cooperative relations among the locla residents, by the improvements of the capabilities of the local residents for self-governing, by the formation of the ecological system for learning in which learning is catalized like a nerve system, and by the promotion of communality. A self-governing community is, therefore, a city whose success is dependent on the factors listed above. Secondly, learning has been proved to be a very important catalytic factor promoting the development of a local community. Particularly learning improves the self-governing system itself, thereby producing much more constructive policy results.

최근 우리나라는 중앙집권 사회로부터 지방자치 분권사회로 진화해가며 지역공동체와 주민자치의 중요성이 강조되고 있다. 이 연구에서는 평생학습도시 학습공동체의 새로운 모습인 자치공동체 형성의 성공요인과 촉매요인을, 이천시 불씨와 심포니사회 학습운동 사례를 통해 탐색해보았다. 연구결과 성공적인 학습도시 자치공동체를 형성하기 위해서는 자치단체장의 리더십과 지역주민 간 협력적 관계 형성, 주민자치 역량강화, 학습이 신경망처럼 촉매되는 학습생태계 형성, 공동체성 함양이 주요 성공요인으로 나타났다. 특히 지역사회를 성장시키고 주민자치를 실현하는 학습도시 자치공동체를 형성하는 과정에 학습이 촉매제로 작용하는 특징이 발견되었다.
