This paper is an attempt to reflect on the problem of war and violence. I think that we all agree that war in the world has reached the danger level. This paper is nothing but an attempt to examine the possibility of bellum justum. In order to find an answer to the above question, this paper discusses the following fundamental problems. The first problem is concerned with the concept of war. We might say that, even if war is not necessarily violent, it may become violent. The second problem deals with the dilemma of a war: its necessity and destructive power. The third problem deals with the justification of a war. I found that most of wars are unjustified. The fourth problem deals with the war with respect to the astonishing advancement of science and technology. Scientific progress, which renders life comfortable, can at the same time, also lead to an unimaginably tragic consequences. According to my assesment of the problem of war, it is at least possible that there be some examples of just war, but we should be careful in identifying them in concrete cases. I concluded that what is important is not the justification of war but rather the avoidance and the elimination of war.

전쟁이 없는 평화로운 세계에서 살려는 것은 영원한 인류의 희망이다. 그러나 우리의 현실은 언제나 전쟁의 위협에 끊임없이 노출되어 있다. 과학의 발달에 의해 무기는 계속 발전되어 왔다. 그리하여 현대의 최첨단 과학이 뒷받침한 오늘날의 전쟁 상황은 인류의 생존 자체를 위협하는 차원에까지 도달해 있다. 왜 전쟁을 그만두어야 하는가에 대해서는 두 가지 이론이 있다. 하나는 전쟁이 불리하기 때문에 그만 두어야 한다는 사고방식이요, 다른 하나는 불의하기 때문에 금지되어야 한다는 사고방식이다. 전쟁은 불의하기 때문에 그만두어야 한다는 생각에서 각종 형태의 ‘평화를 위한 전쟁’ 혹은 ‘정의로운 전쟁’의 이론이 있어 왔다. 그리고 그것들은 모두 평화 또는 정의의 이름 밑에서 자신들의 무력 행위를 정당화시켜 주는 구실을 해왔다. 평화 이론은 더욱더 거창하게 체계화되어 갔지만 전쟁은 더욱 규모가 커지고 그 참상 역시 도를 더해 갔다. 인류의 평화와 번영은 전쟁이 없는 세계 평화 속에서만 기약할 수 있으므로, 인류는 일찍부터 전쟁의 방지와 평화의 구현을 위해 지대한 관심과 노력을 기울여 왔다. 그리고 전쟁을 인간화하려는 노력은 계속되었다. 전쟁이라는 수단에 대한 호소가 이성적 한계 속에서 이루어지는 미래를 기대할 수는 있을지 모른다. 그러나 전쟁은 정당화되거나 인간화될 수 있는 것이 아니라 단지 폐기될 수 있을 뿐이다.
