This article has studied the community welfare associations of Jeonju, Seongnam, Suwon cities focusing on the activation of welfare governance. The result of analysis as follows. first, the governance of community welfare association composed of triple strata characterizing hierarchical and vertical and the degree of its activation is different in accordance with the will of local government, the spontaneity of participants, the style of network among inner components and interaction with outward group and the amounts of management finance. Therefore, the activation of welfare governance which is made by public adminstration rely on the will and role of local government, the attention structure of participants induced by incentive, a stable system for running its organization, and the interaction between participants and non-participants. Especially to reduce the formalization of activities of welfare governance and promote the positive activation of it needs to secure the finance supports from a local government.

본 연구는 전주, 성남, 수원 3개 지역사회복지협의체를 대상으로 거버넌스 시각에서 그것의 활성화모델을 찾고자 한 것이다. 분석과결과 다음과 같은 사실을 발견할 수 있었다. 지역복지협의체 거버넌스는 3개시가 공통적으로 3층의 계층적‧수직적인 특징을 가지며 지자체의 운영의지에 따라 활성화정도가 다르다는 것이다. 또한 활성화가 안 된 지역과 활성화된 지역 간에 거버넌스 참여자의 자발성을 유도하는 관심구조나 운영체계에 차이가 있으며, 거버넌스 내부의 결합 형태와 결합 강도에서도 차이가 있음을 알 수 있었다. 또한 재원확보 면에서도 지역 간의 큰 차이가 있으며 많은 재원을 확보한 지역사회 복지거버넌스가 더욱 활성화되었다는 사실이다. 따라서 지역사회복지협의체와 같은 행정중심의 복지거버넌스 활성화는 지자체의 운영의지와 역할이 중요하며, 참여자의 자발적 활동을 유도할 수 있는 관심구조와 인센티브, 분권적 의사결정구조 그리고 조직의 안정된 운영체계가 있어야 한다는 것이다. 또한 거버넌스 참여자간의 결속력을 강화시키고 참여자와 비참여자간의 상호교류를 빈번하게 하는 활동이 있어야 하며, 특히 복지거버넌스 활동의 형식화를 막고 적극적인 활성화를 모색하기 위해서 확실한 재정적 지원이 있어야 한다는 것이다.
