Lately, expansion of co-operation between South and North Korea is being propelled actively after inter-Korea summit meeting. A vocational training measure for North Korean worker is needed to make preparation for unification. We have to prepare vocational training plan fitted to the North Korean worker which is divided with before and after unification not to make the same mistake that West Germany treated East Germany like alien and that liberty frustration. Obviously, items which is prepared before unification are like these. 1st, We have to prepare vocational training program based on research of basic materials on vocational training and labor characteristics in North Korea. 2nd, We have to prepare vocational training infrastructure such as training standard and curriculum. We have to learn pre-experience through cooperation with companies in North Korea, not to mention support. Cases expected to happen after unification are like these. 1st, it is supporting to modernization of vocational training organization in North Korea. We have to consider the method that vocational training organization in South Korea support and back up vocational training organization in North Korea by referring to experience that vocational training organization in West Germany took care of vocational training organization in East Germany on by one. 2nd, preparation is necessary to help system comprehension and adaptation in the dimension of cross-cultural communication training by consisting of cultural understanding and life adaptation program. 3rd, it is demanding to change the current establishment partly in order to adapt to vocational training system suitable to ability of individual North Korean Worker and industrial condition. 4th, a fund building is necessary to make the North Korean workers have the opportunity of participating in training program and getting job with covering conversion education to capitalism system.

최근, 우리 나라는 남북정상회담을 전후로 남북협력확대가 활발하게 추진되고 있 거니와 향후 통일에 대비하여 낙후된 북한지역 근로자들의 직무능력개발 및 능력향상 을 위한 직업훈련방안이 요청되고 있다. 즉, 동독지역 근로자들에 대해 ‘이방인 취급’ 이나 ‘자유의 좌절’과 같은 통일독일의 전철을 밟지 않으려면 북한지역 근로자들에게 알맞은 직업훈련방안을 통일전과 통일 후로 구분하여 마련하지 않으면 안 된다는 것 이다. 먼저 통일전 준비사항으로는 ① 북한지역의 노동특성, 직업훈련 기초자료조사와 예측에 바탕을 둔 직업훈련방법론을 마련하고, ② 훈련기준과 훈련내용 등 직업훈련 기반을 조성하며, ③ 북한진출기업과 협력체제를 유지하고 이들을 지원하는 과정에서 경험을 축적해나가야 한다. 또한 통일후 준비사항으로는 ① 북한지역 직업훈련기관의 현대화를 위한 지원을 들 수 있는데, 이는 구서독지역 직업훈련기관이 구동독지역의 직업훈련기관 1개씩을 분담했던 경험을 바탕으로 남한지역 직업훈련기관들이 북한지역 직업훈련기관 1개씩 을 지원하는 방안을 모색해 보자는 것이다. ② 문화이해와 생활적응을 위한 교육내용 을 구성하여 체제이해와 적응을 뒷받침할 수 있도록 ‘이문화 커뮤니케이션 훈련 (cross-cultural communication training)’을 준비할 필요가 있다. ③ 북한지역 산업여 건과 근로자들에게 적합한 직업훈련체계를 남한지역의 현행제도를 적용해나가려는 준 비가 필요하다. ④ 북한지역 근로자들의 재취업 가능성과 자본주의체제로의 전환교육 을 포괄하고 훈련기회에 대한 참여를 유도하기 위한 기금확보가 필요하다.
