The purpose of this study is to investigate the effect of the open recruitment system of principal which has been introduced to improve current top-down principal recruitment system using KEDI’s 2007 and 2010 ‘Analysis of the Actual Status and Its Level of School Education for Middle Schools’data. Pre and Post analysis using 2007 and 2010 data illustrated that schools implementing open recruitment system of principal improved principals’ leadership and democratic management at the statistically significant level. However, teachers and students’satisfaction has not been improved or lowered significantly after implementation of open recruitment system. Using 2010 data, comparison of traditional schools and open recruitment type shows that open transformational,
moral leadership and democratic management scores of recruitment type are higher than traditional schools and invitational recruitment type schools statistically significant. However, teacher’s fashion and satisfaction, students’ and parents’ satisfaction scores are not different statistically significant.

이 연구는 기존의 연공서열방식의 하향식 교장임용승진제도를 개선하기 위하여 도입된 교장공모제의 효과에 대해서 한국교육개발원의 2007년도와 2010년도의 중학교 실태조사 자료를 이용하여 분석을 수행하였다. 2010년도에 교장공모제를 시행하고 있는 학교에 대해서 2007년도의 자료와 비교하여 시행 사전/사후 분석결과 교장의 지도성과 민주적 운영 점수는 통계적으로 유의하게 향상된 것으로 분석되었다. 그러나 교사와 학생만족도 점수는 통계적으로 유의하게 낮아졌거나 기존과 차이가 없는 것으로 나타났다. 2010년도 횡단자료를 이용하여 일반학교와 교장공모제 유형(초빙형, 개방형)별 비교 분석결과에서는 변혁적 지도성과 도덕적 지도성, 그리고 민주적 운영의 경우 개방형 교장공모제가 일반학교와 초빙형보다 통계적으로 유의하게 높게 나타나고 있다. 그러나 교사의 사기와 열의, 교사·학생·학부모의 만족도에서는 차이가 없는 것으로 나타나고 있다. 따라서 교장공모제가 전반적으로 확대될 필요성이 있으며 내부형의 비중을 늘릴 필요가 있는 것으로 보여진다. 다만 교장 공모제로 인해 구성원들의 학교만족도에는 영향을 미치지 않거나 오히려 감소하는 경향이 존재하기 때문에 이에 대한 추가 연구가 필요할 것으로 보인다.
