The Korean government has initiated a nation-wide educational project that established Educational Information System (EIS) in every school and the office of education in 2003. The primary purpose of the project was to reduce teachers' administrative working loads that were the heavy burden on teachers to concentrate on their firsthand role, teaching and guiding students in school. Although it is still rare to find academic and empirical efforts and research that prove the effectiveness of the EIS, the government is trying to develop and apply a next generation EIS with an enormous budget. The purpose of this study is to identify how effectively the EIS reduced teachers' administrative working loads and thus improve their teaching ability. In order to meet the purpose this study employs descriptive methods and structure equation modeling statistics with five factors including Convenience, Usefulness, Reduction of working load, Improvement of organizational culture in decision making, Improvement of teachers' teaching ability. Consequently, this study found that teachers have a negative perception on the effectiveness of EIS. In particular, the result of the analysis confirmed that the convenience of the EIS did not directly contribute to the reduction of teachers' working loads. Meanwhile, one of the most obvious contribution of EIS on the school system was to improve transparency and reliability in the process of decision making of school.

현장 교사들이 빈번하게 제기하는 공교육의 문제점 중 하나는 과도한 행정업무가 교사들의 수업 및 학생지도에 저해요인이 된다는 것이다. 이러한 업무 부담을 경감시키기 위해 교육당국이 추진한 대표적인 정책적인 노력의 하나가 교육행정정보시스템의 구축이다. 본 연구의 목적은 교육행정정보시스템 이용의 편리성과 유용성이 행정업무 경감과 의사소통에 관련한 학교 조직문화 개선에 얼마나 기여하는가를 분석하고, 이러한 기여가 궁극적으로 교사들의 교수활동 향상에 어떻게 영향을 미쳤는지를 검증하는 것이다. 기술적 통계방법과 구조방정식 모형 분석을 통한 본 연구의 결과는 다음과 같다. 첫째, 교사들은 교육정보화 시스템의 효과에 대하여 전반적으로 부정적인 인식을 가지고 있다. 상급기관에서 학교에 요구하는 행정업무의 근본적인 축소 없이는 정보화 시스템 도입의 효과에 한계가 있는 것으로 보인다. 둘째, 정보화 시스템 이용의 편리성에 대한 교사들의 인식이 시스템의 효과로 연결되지 않는다는 점을 확인하였다. 정보화 시스템 도입의 취지와 목적을 달성하기 위해서는 시스템의 효율성과 기능성 보완을 위한 노력이 필요하다. 셋째, 정보화 시스템의 도입으로 학교의 의사소통과 의사결정 문화에 투명성과 신뢰성이 향상되었다는 교사들의 긍정적 인식을 확인하였다. 정보화 시스템의 이러한 긍정적 효과는 추후 시스템의 보완과 발전의 과정에서 유지되고 확대되어야 할 것이다.
