Wittgenstein insists that we need not only agreement in definitions but also agreement in judgements for linguistic communication. For Wittgenstein, the meaning of language is shown in the way it is used. Therefore it is misleading to interpret 'definition' as a rule of using words and 'judgement' as a way of its application. Wittgenstein opposed to the tendency to explain communication by something mental. Meaning, rule, and a way of application of rule are not mental at all. Therefore we should not regard an agreement in judgements as anything mental. The agreement in judgements signifies agreement in actions. Wittgenstein talks about the propositions which has a form of experiential proposition but can not be the object of suspect and examination in our belief system. For linguistic communication, we should agree with these propositions. Hinge propositions present a kind of action, a way of human action. Therefore agreement in judgements signifies agreement in actions, especially means agreement in actions that hinge propositions shows. Wittgenstein's position which does not try to explain by anything mental was accepted by analytical philosophers such as Davidson and Dummett. Dummett calls the necessary agreement for communication a 'convention'. According to Dummett, language transcends linguistic behavior of individuals by acknowledging the existence of common language, so the individual understands it partially. However, from Wittgenstein's viewpoint, Dummett can be estimated as someone who still did not get out of the concept of general communication. Like Wittgenstein, Davidson doesn't appeal to anything mental in explaining about communication but appeal to mind to interpret meaning. Whereas Davidson finds the possibility of meaning and language in charity and rationality, Wittgenstein finds that in behavior and practice which we use language. Wittgenstein does not explain use of language by a priori conditions about human nature as well as by reality which is independent from use of language.

비트겐슈타인은 언어적 의사소통을 위해서는 정의들에서의 일치뿐 아니라 판단들에서의 일치도 필요하다고 말한다. 비트겐슈타인이 볼 때 언어의 의미는 우리가 그것을 사용하는 방식에 의해 특징지어지기 때문에 정의들에서의 일치를 낱말의 사용 규칙의 일치로, 그리고 판단들에서의 일치를 규칙의 적용 방식의 일치로 해석하는 관점은 길을 잘못 든 것이다. 의미와 규칙뿐 아니라 규칙의 적용 방식 역시 정신적인 어떤 것이 아니다. 그렇기 때문에 판단들에서의 일치를 정신적인 어떤 것으로 간주해서는 안 된다. 그 일치는 행위들에서의 일치를 말한다. 그리고 비트겐슈타인은 경험 명제의 형식을 지니고 있으나 우리의 믿음체계 내에서 의심과 검사의 대상이 될 수 없는 축 명제들에 대해 말하고 있는데, 언어적 의사소통을 위해서는 무엇보다 이러한 명제들에 일치해야 할 것이다. 축 명제는 일종의 행위, 인간의 행위 방식을 나타낸다. 따라서 판단들에서의 일치는 무엇보다 축 명제가 나타내는 행위들에서의 일치를 의미한다. 의사소통을 정신적인 것에 의해 설명하지 않는 비트겐슈타인의 입장은 이후의 분석철학자들에게 수용되는데, 데이빗슨과 더밋도 이러한 관점에서 의사소통의 문제를 다룬다. 그런데 더밋은 공통 언어의 존재를 인정함으로써 언어가 개인의 언어적 행위를 초월한다고, 그래서 개인은 단지 부분적으로만 그것을 이해할 것이라고 말하게 된다. 비트겐슈타인의 관점에서 보자면 더밋은 일반적인 의사소통 개념에서 여전히 벗어나지 못한 것으로 평가할 수 있다. 데이빗슨은 비트겐슈타인과 마찬가지로 의사소통을 설명하면서 심리적인 어떤 것에 호소하지 않는다. 그런데 데이빗슨은 의미를 해석하기 위해서 마음에 호소한다. 데이빗슨은 의미와 언어의 가능성을 자비, 합리성과 같은 것에서 찾는 반면에, 비트겐슈타인은 언어를 사용하는 실천, 행위에서 찾는다. 비트겐슈타인은 언어 사용을 언어 사용과 독립된 실재에 의해서 뿐 아니라 인간의 본성에 대한 어떤 선험적 조건들에 의해서도 설명하지 않는다.
