The purpose of this study is to explore the enhancement plans on competencies newly proposed the master teacher from a holistic learning organization perspectives. Accordingly learning organization is a system that creates shared values, roles which is focused on changes. We need a master teacher competency program for encouraging cooperative professional development. Master teacher should be a leader of teacher’s learning organization. Master teacher should help teachers to share their professional knowledge and to learn how to develop their professional competencies together. The researcher investigated characteristics of learning organization from varying scholars’ point of view, and the concepts of the three core competencies to enhance on Competencies of Newly Proposed the Master Teacher: individual, system, process. This plan enables teachers to achieve sustainable development. Based on the findings, a few recommendations were made to improve and extend newly the pilot operation for the master teacher.

이 연구의 목적은 홀리스틱교육 관점에서 수석교사의 역할 수행을 위해 요구되는 역량은 무엇인지를 분석 준거에 기초하여 탐색하고, 나아가 수석교사 역량 강화를 위한 발전적 방안을 탐색하는 데 있다. 수석교사제는 ‘수업변화 촉진자’로서의 역할을 부여하여 교사의 교육적 기능 실현과 교단의 학습조직화 촉진을 최우선으로 하고 있다. 이에 학습조직화를 위한 수석교사의 역할을 시범운영 평가 및 외국 사례에 기초하여 제시하였다. 향후 수석교사의 제도적 정착을 위해 요구되는 핵심 역량을 ① 개인 차원, ② 시스템 차원, ③ 실천과정 차원의 세 가지 분석 모형을 설정하고, 이를 토대로 수석교사의 역량을 강화하기 위한 방안을 논의하였다. 수석교사의 핵심역량은 학교체제 속에서 학습조직화에 영향을 미치면서, 역량 요인들 간에 복합적으로 혹은 상호 인과적으로 관련을 맺고 작용하고 있다. 즉 수석교사는 균형, 포괄, 연계를 중시하는 홀리스틱 교육관을 중시하여 역할을 수행한다면 수업 역량 제고에 기여할 수 있을 것이다.
