This study is to analyze the effectiveness of the Circular Redevelopment and come up with the political implication on institutionalization of the Circular Redevelopment. The effectiveness of the Circular Redevelopment has been examined by redevelopment stages: the conception stage, planning stage, operation stage, and completion stage. The results of this study are as follows: In the conception stage, it posits that the collaboration systems among local government, public institution and residents have been built up. In the planning stage, "the first planning after development" has been realized by providing residents with the temporary public housing on the preferential basis. In the operation stage, the rents of housings near redevelopment district were stable. Redevelopment expenditure was reduced while redevelopment periods were not shortened. But redevelopment expenditure in case studies was not included construction cost of temporary public housing. Therefore it is necessary for the public to invest on the construction of temporary public housing. In the completion stage, the resettlement rate of residents in redevelopment district have risen up. And the residents in the temporary public housing expressed satisfaction with the Circular Redevelopment. Based upon the findings, the Circular Redevelopment is an effective way to resettle the residents of redevelopment district.

순환정비사업을 사업단계별로 효과를 분석한 결과 전반적으로 긍정적인 역할을 수행하고 있는 것으로 평가되었다. 사업구상단계에서는 지자체, 공공기관, 주민대표회의와의 협의체제가 구축되었고 이는 높아지는 공공부문의 참여와 균형 있는 조정자로서 역할 요구에 부합하는 것으로서 그 의의가 크다고 할 수 있다. 또 사업계획단계에서는 순환용 주택 확보로 선대책․후개발의 실현이 가능해졌으며 주민들과 많은 면접접촉을 필요로 하는 특성상 사업내용에 대한 다양하고 객관적인 정보가 제공되고 있었다. 사업시행단계에서는, 이주수요 분산으로 인해 주변지역의 부동산시장이 안정화되어 정비사업 인근 지역에 임대수요 수용이 용이하게 되었다. 또 낮은 주거비 부담으로도 입주할 수 있는 순환용 주택 공급으로 인해 정비사업기간 동안 안정적으로 임시 거주하거나 새로운 주거지로 선택할 수 있는 기회가 확대되었다. 마지막으로 사업완료단계에서는 순환정비사업이 원주민 재정착률 제고 측면에서 효과가 있는 것으로 확인되었고 순환용 주택의 입주민들은 전반적으로 순환정비사업에 대한 만족도가 높은 것으로 분석되었다. 이에 따른 정책적 함의를 찾아보면, 순환용 주택의 공급을 위한 공공부문의 역할 제고가 필요하며 민간부문의 적극적인 참여를 위해서는 각종 정책적 인센티브를 부여하는 제도를 정착시켜야 할 것이다.
