A crime is thread to public peace and order in the present age. the demand of public security is radically increasing because of the quantitative increase, the variety of patterns, the atrocious techniques and the systemic scale in a crime. But the ability of the police in public security is wanting because of the insufficiency of human agency and equipment and the overweight of duty. The basic theories of citizen patrol for voluntary crime prevention are police service co-production and community policing and situational crime prevention and informal social control. Community residents in voluntary crime prevention will make them feel safer and criminal prevention. With the active participation of community residents in crime prevention, real crime can be expected to decline as well. Finally, we must legislate 「The Citizen Patrol for Voluntary Crime Prevention」and develop various policies and program to supplement the existing structure for co-production and to originate the new one. Also, we can effectively protect a community from a crime if the effectivity of combinational crime prevention increase through police and local government and community residents's collaboration.

오늘날 국민들의 생활과 삶의 질적 수준을 측정하는 것은 수많은 요인이 있지만, 가장 대표적인 것이 지역사회에서 주민들이 안전하게 생활하고, 경찰과 지방자치단체 그리고 지역사회주민들이 협력하여 이러한 민생치안을 담당하는 것이다. 2010년 8월말을 기준으로해서 전국의 자율방범대 조직 개수는 총 3,884개의 단체가 활동 중이고, 참여 인원만 해도 101,784명이 활동하고 있다. 그리고 경찰과 자율방범대의 형사범에 대한 합동검거실적은 2006년 2,964건, 2007년 3,181건, 2008년 3,183건, 2009년 2,106건, 2010년 400건으로 나타났으며, 범죄예방활동과 관련된 자율방범대의 역할이 상당한 부분을 차지하고 있는 실정이다. 하지만 자율방범활동 지원 근거를 위한 지방자치단체의 자율방범대 관련 조례 현황은 2011년 4월 기준으로 전국 21개의 지방자치단체에서만 자율방범대 관련 조례를 제정 및 개정하여 시행하고 있다. 한편, 자율방범활동과 관련된 요인으로는 치안서비스를 공동생산하고, 지역사회 경찰활동과 범죄에 대한 비공식적인 사회통제 그리고 상황적인 범죄예방을 고려할 수가 있다. 적극적인 자율방범활동을 위해서는 먼저, 자율방범활동과 관련된 기본법을 제정하여 지속적인 관리지원이 필요하고, 자율방범대원 임무의 특수성을 고려한 대응능력 향상을 마련, 자율방범대원들의 활동을 적극 장려할 수 있는 유인책과 합리적인 제도를 마련해야 한다. 마지막으로 경찰과 지방자치단체 및 지역주민간의 협력체제의 연계시스템을 구축해야만 하며, 범죄예방과 관련하여 자율방범대원들의 관리와 보상을 통해 지역사회 치안활동을 종합적으로 고려해야 한다.
