Balanced Scorecard(BSC) System enables us to manage performance from systemic perspectives and is being used widely for the performance measurement of public sector research education institutes. However, the traditional performance evaluation methods have limitations that they mainly focused on research outcomes, education outcome, and business administration separately. The purpose of this study is to develop a performance evaluation system for a public research education institute based on BSC. For this purpose, a performance evaluation inventory was developed for a science-technology related public research education institute located at DaeJeon City, Korea. Previous literatures on BSC and evaluation inventories used at a variety of public research education institutes, first were examined. A performance evaluation system was then, developed. Lastly, the validity of the developed performance evaluation system were tested by using SMART method that measured specific, measurable, action-oriented, relevant, and timed characteristics of the items.

균형성과표(Balanced Scorecard: BSC)는 총체적인 관점에서 성과를 관리할 수 있는 모형으로 현재 공공부분에서 적용이 활발히 도입되고 있다. 그동안 정부연구교육기관평가의 경우 연구성과, 교육성과, 기관경영의 세 가지 요소들을 개별적으로 평가함으로써 총체적인 성과관리에 한계를 가졌다. 이에 본 연구에서는 BSC관점에서 정부연구교육기관 평가를 위한 성과평가체계를 개발하는 것을 목적으로 하였다. 이를 위하여 대전에 소재한 한 과학기술계 정부연구교육기관을 대상으로 BSC 관점의 성과평가체계를 개발하였다. 이를 위하여 BSC에 관한 선행연구와 정부연구교육기관평가지표들을 검토한 후, BSC 관점에서 성과측정평가지표들을 새로이 도출하였다. 도출된 평가지표의 타당성은 SMART방법을 활용하여 측정지표의 구체화정도, 측정가능성, 실행가능성, 연관성, 적시성을 평가하였다.
