The study attempted to provide the directions and strategies of police education and training from the view of both the paradigm shit of education and the environmental change of police education and training in Korea. In addition, by doing it in the perspectives of educational content and method which had continually been critical problems of police education for many years, the study primarily pursued to offer the foundation of advanced educational system as well as the substance of police education and training. Furthermore, it tried to help the Police Education Town appropriately function as an educational institute to train the experts of public security and cultivate self-development of policemen. There has been a trend that police education emphasizes a policeman's specific knowledge and skills as well as his general abilities to do effectively perform his jobs and tasks. In other words, the development of specialty to be applied to police works become the most important objective in police education. To effectively accomplish this objective, we need to have a variety of support system such as educational content and activities, methods, facilities, experts, and administrative supports. In the study, four primary directions and strategies of police education were suggested. i) the increase of specialized police education, ii) emphasis of relationship between the content of police education and police works, iii) increase of the method of learning-by-doing in police education, and iv) use of advanced technologies to the materials and facilities of police education.

본 연구에서는 교육 패러다임의 변화 및 경찰 교육의 내·외적인 환경 변화에 따라, 중장기적인 관점에서 경찰 교육의 방향을 수립하고, 그에 상응하는 추진전략을 제시하고자 하였다. 특히, 그간 경찰교육의 문제로 지적되었던 교육내용 및 교육방법을 중심으로 경찰교육의 방향과 추진전략을 제시함으로써, 경찰교육의 내실을 기할 뿐만 아니라 선진교육기반 구축의 기본 틀을 마련하고, 향후 조성될 경찰교육타운이 치안전문가를 양성하고 자기계발을 지원하는 교육기관으로서의 기능을 더욱 원활하게 수행할 수 있도록 하였다. 경찰 교육에서는 일반적인 소양 및 능력 개발뿐만 아니라 경찰업무를 효과적으로 수행할 수 있는 전문적인 지식이나 기술 습득을 강조하는 경향으로 바뀌고 있다. 즉, 경찰의 현업에 실제로 활용할 수 있는 전문성 신장이 가장 중요한 교육 목표가 된 것이다. 이런 목표를 효과적으로 달성하기 위해서는 교육내용과 활동, 기법, 시설, 교육전문가, 교육행정 및 운영 지원체제 등 다양한 형태의 지원 시스템이 갖추어져야 한다. 본 연구에서 제시한 경찰교육의 기본 방향은 ‘전문 경찰인력의 양성’을 목표로 교육내용 및 방법의 측면에서 ⅰ) 경찰 전문교육의 심화·확대, ⅱ) 경찰교육 내용에서의 업무 연계성 강화, ⅲ) 경찰교육의 참여식 교육방법 확대, ⅳ) 경찰교육 교재 및 시설의 첨단 정보화의 네 가지로 설정하였다. 그리고 이러한 기본 방향을 실제로 구현하는 중요성이 실천 전략의 일환으로서, 액션러닝, 사례연구(목표기반 시나리오), 문제해결학습, 이러닝 등 최신 교육훈련 기법을 경찰교육에 활용하기 위한 방안을 논의하였다.
