This study is to provide policy suggestions based on the perception of Korean national universities' academic and administrative staff about national university's incorporation, which has been a controversial policy over the past decade. It is of great importance to examine subjects' perspectives to successfully carry out a government policy and the study used a questionnaire asking how national university staff evaluate the past government work on incorporation, whether or not they agree with the policy and on what conditions. The results suggest that national university's staff is negative about the policy implementation despite their agreement on national universities' lack of autonomy, accountability, and efficiency. More than half of subjects disagreed with incorporation of their university, but they felt necessary to give more autonomy to national universities in the area of finance & accounting, organization and personnel matters. Even for those who agreed with incorporation in principle, they answered
steady financial assistance from the government and job security should be promised prior to incorporation. For the incorporation policy to be successfully conducted, the government should consider progressive financial actions in favor of incorporated universities.

이 연구는 국립대학의 법인화에 관한 국립대 구성원의 인식을 살펴보고 이를 바탕으로 정책 제언을 제시하는 것을 목적으로 한다. 이를 위하여 전국 37개 4년제 국립대학(서울대, 방송통신대 제외)의 교직원과 비교적 객관적인 시각을 가진 것으로 판단되는 전문가를 대상으로 설문조사를 실시하였다. 국립대학 구성원들이 그간의 법인화 정책을 어떻게 평가하는지 확인한 결과, 국립대 운영상 문제점에 대하여는 대체로 동의하나 정책수단(법인화)의 타당성에 대하여 부정적이었고, 정책결정 과정이 민주적이지 않았다고 평가했으며, 정책내용의 적합성도 미흡하다고 보고 정책의 실현가능성에 대하여도 회의적이었다. 법인화에 대한 반대의견이 우세하였으나, 재정․조직․인사의 자율화는 필요하다는 의견이 압도적이었고, 안정적인 재정 확보 및 교직원 신분안정 보장이 가장 중요한 법인화 선결조건이었다. 대학경쟁력 제고라는 기대효과에는 부정적이면서 정부 재정지원 축소 등에 대한 우려가 높았다. 거버넌스, 재정․회계, 조직․인사, 성과평가 부문별로 법인화 이후 예상되는 변화와 과제를 도출한 결과, 법인화 정책이 성공적으로 추진되기 위해서는 특히 재정과 인사 차원에서 적극적 조치가 필요함을 알 수 있었다. 마지막으로 분석결과를 기초로 향후 국립대학 법인화 정책 추진을 위한 제언을 도출하였다.
