This study focuses on the analysis of governance transformation applying to the case of Jeonju Hanok Maoul Plan. The results of analysis are as follows. First. the form of original governance formulated during the Pan was transformed into a new typology which is named with a cooperative governance and inhabitant-led governance. The factors which have influenced to the transformation of these governance by time lag have showed each own characteristics. The role of city government activated to induce the inhabitants' participation more positively. The institutional rules constraining actor's behavior used to make the population affirmative to the city decision. The interaction pattern among actors including city government were represented more proactive by proceeding the projects. the level of inhabitants' activities which pursuit to self-interest changed into a cooperative stature . In conclusion, the local government has to pay attention to build appropriate strategies to response to it for efficient projects.

본 연구는 전주한옥마을의 성공사례와 관련하여 시간에 따른 거버넌스의 변화과정을 분석했다. 분석결과 거버넌스는 초기의 형태가 변화하면서 진화한다는 것이다. 지방정부차원에서 추진하는 지속적 성격의 사업과 관련하여 초기에 형성된 정부주도형의 거버넌스가 민관협력형 거버넌스로 발전되며, 이것은 궁극적으로 주민주도형 거버넌스로 변화한다는 것이다. 그리고 이러한 거버넌스 변화를 가져오는 영향요인은 사업주도자에서 참여유도자, 동반자로서 전환된 지방정부의 역할과 주민의 행위변화를 유도하는 지원조례, 정부의 권한위임 등의 행위규범, 이에 따른 참여지향적인 행위자들 간의 상호작용 패턴이 있어야 한다는 것이다. 이와함께 초기 주민이해에 따라 지방정부에 반동적인 행동을 보이다가 자율권 및 협상능력 강화로 공공의 이익을 추구하는 전환하는 전략적 행위수준도 영향을 미친다는 점이다. 또 다른 분석결과는 지방단위의 사업은 이러한 거버넌스의 변화 속에서 추진될 가능성 높기 때문에 지방차원의 거버넌스 변화에 대한 새로운 인식과 접근전략이 있어야 한다는 것이다. 지방정부의 사업이 단일 시점에 끝나지 않고, 또 주민, 전문가와의 거버넌스를 구축하여 추진하는 형태가 대부분이라는 점을 감안할 때 이러한 거버넌스의 변화에 대응하는 전략이 필요하다는 것이다.
