The purpose of this study was to explore the improvement measures for the instructional supervision of elementary school. For this study purpose, this study set two reseach questions as follows. First, what are the problems of instructional supervision climate of elementary school and what are the causes of the problems? Second, how can we improve the instructioal supervision climate of elementary school? The findings of this study are as follows. First, the instructional supervision has been practiced by the scientific management approach which focuses on control and evaluate teachers. Thus elementary teachers perceive not only very negatively their instructional supervision but also no effect on improving their instructional skill. Nevertheless they long for improving their instructional skill by supervisor's professional help and leadership. Second, elementary teachers want humanistic instructional supervision climate which supervisors respect teachers as a human being, practice teacher-centered supervision, meet teacher's needs, and so foster teacher's self-actualization. This instructioal supervision climate of primary school requires human resource supervision which promotes democratic and self-directed supervision.

이 연구는 초등학교 수업장학풍토의 문제는 무엇이고, 그 원인은 어디에 있으며, 개선할 수 있는 방안은 무엇인지에 관하여 탐구하였다. 연구결과는 다음과 같다. 첫째, 초등학교의 수업장학은 교사의 의지와 관계없이 지원보다는 관리·통제 위주로 교장의 의지에 따라 실시되고 있어 교사의 수업전문성 신장에는 별로 도움이 되지 않고 있다. 그 원인은 장학과정의 관료주의적 장학, 학교장의 의지에 좌우되는 장학, 초등교사들의 평균주의 교육활동 등에서 비롯되었다. 그럼에도 불구하고, 교사들은 수업장학을 통하여 전문적 지원을 받고 싶어 한다. 둘째, 초등학교 현장에서 요구되는 바람직한 수업장학 풍토는 장학수요자를 존중하고 배려하며, 교사와 장학담당자 간의 원활한 의사소통을 통한 민주적이고 자율적인 장학을 실시하는 것이다. 즉 수업장학이 장학수요자가 존중받는 장학수요자 중심으로 전개되어, 직무만족도를 높이고 자아실현의 욕구를 충족시켜야 할 것이다. 이런 맥락에서 교사의 참여를 바탕으로 그들의 민주적인 의사소통 과정을 통하여 수업장학이 실시되어 좀 더 자율적이고 민주적인 인간자원장학을 실시하여야 할 것이다.
