International Maritime Crimes can be defined as criminal acts committed within a nation's maritime jurisdiction. Although many papers on International organized crimes have been released, the papers addressing criminal activities occurred in the maritime domains are rarely found. This paper is to make clear definition of International Maritime Crime and suggest effective follow-up measures to eliminate such crimes. International Maritime Crimes have unique characteristics than that of territorial ones; The wide scope of criminal activity area, the limited availability of criminal tools, the spreading effect of the crime, and the possibility of early interdiction through precautionary actions. KCG(Korea Coast Guard), the lead agency responsible for crime prevention at sea, should maintain the enforcement capability in interdiction the International Maritime Crime. To achieve its operational goal addressing those crimes, KCG needs a variety of functional and organizational requirements. This paper is to suggest recommendations on the effective ways for suppressing those crimes. First, KCG must reinforce its personal capacity in the field of foreign affairs. Second, KCG must improve both overlapping and dispersion functions. Because, KCG should operate a reliable information system and establish a special intelligence team. Third, KCG is necessary both to cooperate with domestic organizations concerned and expand MOU conclusion for interactive cooperation and crime information with foreign coast guards. Fourth, KCG should intensity the capacity of dealing foreign affairs to the new areas which are to uncover chronic and systemized crime occurring in vulnerable points of foreign affairs such as national wide main ports.

국제해양범죄는 해양이라는 광역성, 선박을 도구로서 사용하는 수단성, 범죄가 완성되면 거대한 파급효과가 발생하는 특성을 가지고 있다. 이에 시의적절한 사전예방으로 파급효과를 차단해야 하며, 주변 국가의 경제적·정치적 상황에 매우 민감하게 반응하는 특성이 있다. 국제해양범죄를 예방한다는 것은 대형화될 수 있는 국내범죄를 사전에 차단하는 예방적 효과가 매우 크다. 해상을 통하여 이루어지는 밀입국, 밀수, 마약 등은 한건의 범죄라도 그 여파가 전국 단위로 확대되어 다른 범죄로 연계될 가능성이 높기 때문이다. 이러한 범죄들을 사전에 차단하는 것은 비용·인력의 절감, 범죄예방 측면에서 효과가 매우 크다고 할 수 있다. 이러한 국제해양범죄에 효율적 대응하기 위한 몇 가지 정책을 제시하면 다음과 같다. 첫째, 해양경찰청은 국제해양범죄에 보다 효율적으로 대응하기 위하여 외사전문인력의 증원, 전문성 제고에 힘써야 한다. 둘째, 현재 중복 및 분산되어 있는 해양경찰의 외사기능을 통합하여 21세기 해양시대에 급격히 변화하는 국제해양범죄에 능동적으로 대처할 수 있는 조직체제가 이루어져야 한다. 셋째, 국제해양범죄가 광역화·기동화·지능화·흉포화·조직화 양상을 뛰고 있어 국내유관기관과의 공조는 물론 외국해상치안기관과의 교류협력 및 범죄정보에 관한 MOU 체결을 확대해 나갈 필요성이 있다. 넷째, 전국 주요항만 등 외사취약요소에서 발생하는 고질적이고 조직적인 범죄 발굴 등 새로운 영역에 대한 외사역량을 강화시켜 나가야 할 것이다.
