As a contribution to these discussions, this study aims to find the factors relateding to the quality management of the local police service with a discussion of public service orientation theories and aims to provide policy implications for improved quality management. According to the empirically tested model, the study makes three conclusions as follows: First, the service orientation of district police consists of three factors such; service leadership, service system, and human resource management. the service orientation of local police personnels consists of six factors such; tangibles, reliability, responsiveness, assurance, empathy, and equality. Second, there exists a causal minor link between service orientations of the regional police unit and local police personnel and their service quality. Various factors are related to the quality management of the local police service. Third, service oriented human resource management is likely to be the most important factor for the improvement of service quality in the district police. It is necessary to renovate the district police system to improve the quality management of local police service.

본 연구는 파출소기능이 지구대로 재편된 후, 지역경찰의 서비스품질관리를 위한 관리모형을 실증적으로 도출하는데 연구목적을 두고 있으며, 이러한 결과를 도출하기 위하여 정책적 시사점을 모색하였다. 정책적 시사점의 모색을 통하여 지역경찰의 서비스품질관리를 위한 모형분석에서 도출한 연구결과는 다음과 같다. 첫째, 지구대운영의 서비스지향성은 서비스시스템, 인적자원관리, 서비스리더십 등의 요인으로 구성되어 있는 것으로 나타났으며, 지역경찰공무원의 서비스지향성은 유형성, 신뢰성, 대응성, 보증성, 공감성, 공정성 등의 요인으로 구성되어 있는 것으로 나타났다. 둘째, 본 연구를 통해 제시된 지역경찰의 서비스품질관리를 위한 모형에서는 지구대운영의 서비스지향성 요소의 상대적 중요성 정도는 서비스시스템, 인적자원관리, 그리고 서비스리더십 순서로 나타났다. 지구대경찰 서비스품질의 향상 및 지속적 관리를 위해서 지역경찰공무원의 서비스지향성 요인인 유형성, 신뢰성, 대응성, 보증성, 공감성, 공정성 등이 밀접한 관계가 있는 것으로 나타났다. 셋째, 지구대운영의 서비스지향성과 지역경찰공무원의 서비스지향성, 그리고 지구대경찰의 서비스품질간의 인과관계가 존재함을 확인할 수 있었다. 정책적 시사점으로는 지구대를 주민밀착형 서비스중심기관으로 개선해야 하며, 지역경찰공무원들의 서비스의식의 제고, 그리고 현장경찰인력을 확충해야 한다.
