The purpose of this study was to analyze needs about specialized vocational high schools of commercial high school teachers, students and parents in Seoul. The subjects for the study were 1,025 teachers, students and parents who were taking in commercial high schools in Seoul. A survey questionnaire was developed by the researchers, which consisted of the diagnosis of present condition about specialized commercial high school, need of specialized vocational high school, and need of provincial educational authorities in Seoul. The response percentage was 88.1%. The descriptive statistics were employed. All data analysis was accomplished using the SPSS 15.0 statistics package. The major findings of this study were as follows; First, Seoul Metropolitan Office of Education needs to conduct performance evaluation of specialized vocational high school. Second, the office should empower the schools to make their curriculum and support them to text development. Third, the office needs to increase the number of specialized vocational high schools. Forth, the office and each school need to consider the school-within-school model or program-based specialization. Fifth, each school needs to select the specialized area related with regional industries and pursuit of employment and academic career at the same time. Sixth, each school should try to make the budget by applying for the programs supporting specialized vocational high school. Seventh, Seoul Metropolitan Office of Education should revise the selecting criteria about specialized vocational high school.

이 연구의 목적은 서울특별시 상업계 고등학교 교사, 학생, 학부모의 상업계 특성화고등학교에 대한 요구 및 서울특별시교육청의 특성화 방향에 대한 요구를 분석하는데 있었다. 연구 모집단은 서울특별시 41개 상업계 고등학교에 소속된 교사, 학생, 학부모이며, 유의표집방법을 활용하여 학교별로 교사, 학생, 학부모 각 25명씩 1,025명씩을 표집 하였다. 조사도구는 특성화고등학교 운영 진단, 특성화고등학교에 대한 요구, 서울특별시 특성화 방향에 대한 요구, 인적사항을 묻는 교사, 학생, 학부모용 설문지가 사용되었다. 자료 수집은 1,025부 중 교사 864부(84.3%), 학생 947부(92.4%), 학부모 899부(87.7%)가 회수되어, 전체 회수율은 88.1%이었으며, 자료 분석은 평균, 표준편차, 빈도, 백분율 등의 기술통계 방법이 활용되었다. 이 연구의 주요 결과는 다음과 같다. 첫째, 서울특별시교육청에서는 특성화고등학교 운영 성과 및 만족도를 높이기 위해서 특성화고등학교에 대한 주기적인 성과평가를 할 필요가 있다. 둘째, 서울특별시교육청에서는 특성화고등학교 운영상의 문제점을 극복하기 위해서 특성화분야로의 교육과정 자율화와 교재개발에 대한 지원을 실시할 필요가 있다. 셋째, 서울특별시교육청에서는 상업계 고등학교 구성원인 교사, 학생, 학부모의 요구에 부합하도록 향후 특성화고등학교 확대를 추진할 필요가 있다. 넷째, 서울특별시교육청과 단위 학교에서는 소규모, 단일형 특성화를 탈피해서 복합형 특성화 혹은 프로그램 중심 특성화를 추진할 필요가 있다. 다섯째, 단위 상업계 고등학교에서는 서울특별시 및 인근 지역의 전략산업에 부합하도록 특성화 분야를 선정하고, 특성화 분야로의 취업과 진학을 동시에 추구하는 교육을 실시할 필요가 있다. 여섯째, 향후 특성화고등학교 추진을 위해서는 단위 학교에서 관련 사업에 적극적으로 참여하여 예산을 확보할 필요가 있다. 일곱째, 서울특별시교육청의 특성화고등학교 선정기준에 대한 변경이 요구된다.
