This study tries to explain how the metamorphosis of the Confucian culture is working in the decentralizing process of the political system in contemporary China. The traditional political system of China is characterized by a centralized bureaucracy. It was closely related to the double character of the Confucian culture, namely mutual benefits and hierarchical order of the latter, which, in its turn, led to a redistributive and despotic system. Conversely, market system requires a comprehensive decentralization of decision making. The subjects of production and consumption are mostly the enterprises and individuals. In face of this decentralizing process, the exclusive aspect of the Confucian behavioral culture is highlighted, while the mutuality is largely ignored. This means an extreme competition and one-sided pursuit of interests among the members of the society in general. At the same time, a rational and fair decision making is hardly expected. Eventually the decentralization does not lead to a political pluralism, but just factionalism is increasingly gaining ground.

본 연구에서는 중국에서 시장경제로의 체제전환에 상응하는 정치체제의 분권화와 관련하여 유교적 요소가 변용되어 작용하고 있는지 살펴보고자 한다. 전통사회는 강력한 중앙집권적 관료정치 제도를 특징으로 한다. 정치제도의 운영은 이중적 성격의 유교문화와 관련된다. 즉 한편으로 유교문화의 상호적 요소는 국가에 의한 광범위한 재분배적 역할의 이념적 기반이 되었다. 동시에 위계질서를 강조하는 유교문화에 의해 정치체제는 전제적 성격을 갖게 되었다. 반면 시장경제는 체제의 성격상 분권적 정책결정을 핵심으로 한다. 생산과 소비가 중앙의 계획부서가 아닌 기업과 개인을 주체로 이루어지는 것이다. 이처럼 권력의 분권화가 이루어진 상황에서, 유교의 상호적 요소는 최소화되면서 동시에 배타적 집단주의 측면이 부각된다. 그 결과 사회 전체적으로는 집단들 사이에 매우 적나라한 경쟁과 이익의 추구가 나타나고 있다. 이것은 합리적이고 공정한 판단에 입각한 정책이나 인민 다수의 의견을 수렴할 기제의 결여를 의미한다. 결국 권력의 분권화는 다원화로 이어지기보다는 파벌정치의 면모를 드러내게 되고 정치는 불안정하게 된다.
