This study is purposed to examine the backgrounds and aspects of restructuring of German welfare state since the latter half of the 20th century, and to understand the meaning of that restructuring. As the archetype of Post-war welfare state, German was characterized as full employment, strong protection of labour-market, high income-security and family-centered delivery of social service. But, since the latter half of the 20th century, because of economic slumps, increase of unemployment, aging phenomena and increase of women employment, it has been difficult to hold on the characteristics of established German welfare state,. Fixation of structural unemployment made full employment impossible. Flexibility of labour increased. Entitlement of income-security benefits became more rigid and amount of benefits was reduced. On the other hand, social services, especially child rearing service and long-term care service has expanded drastically. Like this, since the latter half of the 20th century, German welfare state has reduced it's role in employment and income security, but has increased it's role in social service security. This change can be understood as a role-recalibration of welfare state, or change of basic characteristics of welfare state.

이 연구는 20세기 후반 이후 진행된 독일 복지국가 재구조화의 배경과 구체적 양상을 고찰하고, 복지국가 성격변화 측면에서 그러한 재구조화의 의미를 이해하고자 하는 것이다. 독일은 전후 복지국가의 전형으로써, 완전고용 및 강력한 노동시장보호, 높은 수준의 소득보장, 가족중심의 사회복지서비스 전달 등을 특징으로 한다. 그러나 20세기 후반 이후, 경제침체, 실업증가, 인구고령화, 여성의 노동시장참여 증가 등의 변화로 인해 전후 독일 복지국가의 특징 역시 변화 한다. 구조적 실업의 고착으로 완전고용은 불가능해졌으며, 노동시장 보호장벽은 완화되어 노동유연화가 진행되었고, 소득보장 급여 수급자격은 엄격해 지는 반면 급여의 소득대체율은 하향 조정되었다. 반면, 출산율 및 여성의 노동시장참여율을 제고하기 위한 목적에서 사회복지서비스 확충 노력이 진행되었는데, 특히 아동양육과 장기요양보호 서비스가 최근 크게 확충되고 있다. 이처럼, 20세기 후반 이후 독일 복지국가는 고용 및 소득보장 역할비중은 낮추는 대신 사회복지서비스 보장 역할은 높이는 변화를 꾀하고 있다. 이러한 변화는 단순한 정책변화 라기 보다는, 복지국가의 역할 재정립으로 이해할 수 있으며, 고용 및 소득보장을 중심으로 하는 기존 전후 복지국가 모델의 기본 성격 변화로 이해할 수 있다.
