The major purpose of this paper is to establish a moral education textbook evaluation tool with high confidence and universal validity. And other purpose of this paper is to suggest programs which improve professional development of the pre-service and in-service moral teacher in textbooks evaluation. Evaluation on Textbook is defined as an action to identify and analyze the advantages and disadvantages of textbooks, which promotes the quality of textbooks by strengthening the advantages and revising the disadvantages. In order to evaluate textbooks, a textbook evaluation tool should be firstly developed. A textbook evaluation tool is composed of evaluation categories, evaluation criteria, and evaluation scales. Out of the three elements, evaluation categories and criteria are presented in this paper. The evaluation categories and criteria were developed not only by analyzing textbook authorization standards in a government level and teacher-developed evaluation standards in a school level, but also by professional consultation. The evaluation categories and criteria include both the internal areas of textbooks, such as compliance with the national curriculum, selection and organization of content, teaching/learning methods, assessment and the external areas of graphic layout (design and presentation), orthography, and durability.

본 논문의 목적은 학교 현장에서 사용할 도덕 교과서를 선정하는 과정에서 적용할 수 있는 평가기준과 도덕․윤리 교사의 교과서 평가 전문성을 신장하기 위한 방안을 제안하는 것이다. 교과서는 교실학습의 교수․학습 과정에서 가장 핵심적인 자료로서 활용된다. 따라서 교과서의 질은 교실학습의 질에 영향을 미치는 매우 중요한 요인이다. 교실학습의 질을 보장하기 위해서는 검정심사에 합격하여 저작자나 출판사가 발행한 교과서를 대상으로 한 교과서 선정 평가과정이 합리적으로 이루어져야 한다. 도덕과 교과서 발행이 국정에서 검정체제로 전환됨에 따라 도덕과 교육에서 사용될 도덕과 교과서를 선정하기 위한 평가방안을 마련하는 것이 도덕과 교육의 중요한 현안으로 제기되고 있는 것이 현 상황이다. 본 논문은 도덕과 교과서를 선정하기 위한 평가기준을 교사들이 개발한 타 교과 평가기준 분석, 델파이 조사 결과 도출된 교과서 평가기준, 전문가회의를 거친 평가기준을 기초로 도덕과의 특성을 고려한 교과서 평가기준을 제안한다. 그리고 도덕과 교과서의 적합성, 타당성을 올바로 평가할 수 있는 교사의 전문성을 신장하기 위한 방안으로 예비 도덕과 교사들을 대상으로 한 교과서 평가 교육, 현직 도덕과 교사들을 대상으로 한 교과서 평가 연수 프로그램을 제안한다.
