The purpose of this study lies in identifying how the 2007 revised social studies curriculum for elementary schools is determined. A policy network is a theoretical framework for studying the relationship between and interaction among policy actors. This study obtained the following results by defining the effect of a policy environment on a policy network that is composed of policy participants, a relationship structure, and an interaction with an analytic framework, and by analyzing the policy-making procedure of the 2007 revised social studies curriculum for elementary schools. First, there appeared to be a capture phenomenon in the triggering mechanism of the policy environment. Second, the structure of a policy-making procedure is a research service and consultative body type of policy-making structure, and the leading influence was analyzed to be different according to the period in the policy-making procedure. Third, the relationship structure of the policy-making procedure was a closed vertical network. Fourth, the interaction was poised between the policy community and the sub-government model in the policy-making procedure.

본 연구의 목적은 정책네트워크를 틀로 하여 2007년 개정 초등 사회과교육과정이 어떻게 결정되었는지를 밝히는 데 있다. 정책네트워크는 정책 행위자들 간의 관계 및 상호작용을 연구하기 위한 이론적 틀이다. 본 연구에서는 정책 환경이 정책 참여자, 관계구조, 상호작용으로 구성되는 정책네트워크에 미친 영향을 분석틀로 규정하고, 2007년 개정 초등 사회과교육과정 결정과정을 분석하여 다음과 같은 결과를 얻었다. 첫째, 정책 환경에서 격발메커니즘에 포획현상이 발생하였다. 둘째, 결정과정의 구조는 연구용역·자문기구형 정책결정구조로서, 결정과정에서 시기에 따라 주도적 영향력을 행사한 주체가 다른 것으로 나타났다. 셋째, 결정과정의 관계구조는 폐쇄적·수직적 네트워크였다. 넷째, 결정과정에서 상호작용은 정책공동체와 하위정부모형 사이에 위치하였다.
