This research was conducted to review the character of Ryoo Hyongwon's (1622-1673), Thoughts and Proposals for Educational Reform and to estimate their historical significance, though an analysis and systemization of Bangye's opinion on Educational Reform expressed in the book of Bangye Surok. His Thoughts and Proposals had been developed for the realization of Confusion utopianism, and the part of educational reform was proposed in the context of total restructuring of the Chosen Dynasty. Bangye's scholarly concern was very practical in that he aimed at the whole societal improvements. However when he proposed a reformatory policy, he had tried to base it on the Confusion Classics and the teachings of great Confusion scholars. It means he had maintained the old aged position that any kind of policies should be unified with the Confusion ethical doctrines. Bangye's educational proposal could be characterized as unified system of schooling and employed of government officers, and he insisted the unified system should be under the control of the government. Bangye pointed out that the side effect of the state examination system in those days was the pursuit of knowledge without moral virtue, and he criticized the dominant class' monopoly of government positions, which prevented well-educated students form entering into government positions.

본 연구는 조선중기 대표적인 실학자 반계유형원의 교육개혁론을 고찰하여 그 시사점을 탐구하는데 목적이 있다. 반계의 교육개혁론을 분석해 볼 때 가장 두드러진 특징은 학교제도를 위계적으로 분화시키는 한편 그것을 체계적으로 보급하는 일을 가장 중요한 국가의 교육적 과업으로 삼고 있다는 점이다. 교육제도의 조직과 운영을 국가의 행정조직에 따라 위계적으로 체계화하고 그것을 일원화 시키려는 방안이 교육개혁안의 핵심을 이루고 있는 것이다. 이것은 교육의 보급과 관리를 국가의 주도에 의한 중앙집권적인 방식으로 추구한다는 점에서 일종의 국가교육제제를 의미하는 것이었다. 반계 유형원은 향상(방상)-읍학(사학)-중학(영학)-태학으로 단계적 학제를 운영할 것을 제안하고 있다. 이와 같이 국가의 행정조직에 일관되게 학교를 세워 운영함으로써 대민 교화와 인재의 양성을 도모하고자 하였다. 그는 교육이나 인재 선발의 방법론에서 공거제가 조선의 교육목표를 달성하는 데 유용하며, 특히 당시의 과거제도의 병폐를 치유하는 적절한 방법론이 될 수 있다고 주장하였다. 반계의 교육개혁론은 오늘날 학교교육의 정상화가 요구되는 시점에서 교육의 본질과 국가발전을 꾀할 수 있는 방안모색에 도움 될 것으로 평가된다.
