The present study aims at analysing the vision, ideal, and target of the policy for lifelong learning city which began by Education & Human Resources Development since 2001. The ideal and vision of the policy for lifelong city are promoting life quality, getting learning chances whereever and whenever inhabitants might be, and upgrading civil spirits at a private level and at the social level, strengthening economy through social finances and human resources development and reviving the regions through learning communities and economic development for lasting growth. 76 provincial governments, selected as lifelong learning cities in our country, make progress of the project. This study analysed the vision of policy for lifelong learning city, the clearness of ideal, and the suitability and consistency of detailed aims in putting into practical execution an policy, considering on selected years and execution and centering on the provincial governments which succeeded in projects in some degree. The vision and clearness of lifelong learning city are not thoroughgoing enough. It is necessary to share clear visions and ideals. In addition, some discussions present that lifelong learning cities make a suitable plan of detailed targets in some ways and operate the policy consistently, but that officials in charge of the subject and inhabitants are confused and don't share visions. For the purpose of successful durability of the policy for lifelong learning city, the clear vision and ideal have to be presented and shared and detailed targets have to be progressed consistently.

이 연구는 2001년부터 교육부에 의해 시작된 평생학습도시 정책의 비전, 이념, 목표에 대한 분석연구이다. 평생학습도시 정책의 이념 및 비전은 개인적 차원에서는 삶의 질 향상, 언제 어디서나 가능한 학습기회, 시민정신 함양 등을 사회적 차원에서는 사회자본, 인적자원개발을 통한 경제적 제고와 지속가능한 성장을 통한 학습공동체와 경제적 발전을 이루는 지역재생이라고 할 수 있다. 2007년까지 우리나라의 평생학습도시는 76개의 지방자치단체가 선정되어 사업을 추진하고 있는데, 그 중 선정연도와 집행을 고려하여 어느 정도 사업성과가 드러난 지자체를 중심으로 평생학습도시 정책의 비전, 이념의 명료성과 실제 정책집행에서의 세부목표의 적절성과 일관성을 분석하였다. 평생학습도시의 비전과 이념의 명료성은 미흡하여 보다 명확한 비전 및 이념에 대한 공유가 필요하다. 또한 평생학습도시에서 추진하고 있는 세부 목표는 적절하게 제시되고 일관성 있게 운영되고 있지만, 실무자와 주민들은 아직도 평생학습도시의 방향에 대해 혼란스럽고 비전에 대한 공유가 부족하다는 의견도 있었다. 평생학습도시 정책의 성공적인 지속성을 위해서도 비전과 이념을 명료하게 제시하여 공유할 필요가 있고, 세부목표는 일관성을 유지하여 추진하여야 한다.
