Currently, fears about the potential exposure of teens to harmful effects of Internet pornography ― both legal and illegal ― have given rise to strong demands for exerting heavy censorship. It remains unclear whether direct relationship exists between exposure to Internet pornography and its harmful effects on teens, however. This challenges the effectiveness of legal and political approaches to regulate Internet pornography. With this in mind, this study examined the factors that make teens' use of pornography in Internet age differently from the use of off-line pornography. Secondly, by extracting some underlying assumptions from the laws and polices aiming to regulate pornographic contents and interpreting their meanings in terms of social scientific stance, this study tried to suggest an effective model for protecting teens. In conclusion, this study pointed out that a lean-to-one-side policy focusing on regulation is now working well because of the tendency that Internet pornography deserves little consideration is universally acknowledged. This shows the furore over Internet pornography follows the classic pattern of moral panic throughout the ages. Finally, by comparatively examining Australian approach, US approach, and Dutch approach to the issue of Internet pornography and teens, it proposed the importance of educational programs including developing new training curriculum enabling teens to rightly read pornographic contents and initiating pre-briefing/debriefing sessions on a regular basis.

이 연구는 인터넷 포르노그래피의 특징과 청소년과의 관계를 살펴보고, 청소년을 인터넷 포르노그래피로부터 보호하기 위한 다양한 법제들을 비판적으로 검토해보고자 실시됐다. 또한 이러한 법제 속에 전제된 가정들을 찾아내 사회과학적인 입장에서 해석해봄으로써 한국적 상황에 맞는 효과적인 청소년 보호모델과 그 구체적인 방법들을 모색해보는데 주목적을 두고 있다. 이 글에서는 인터넷이 갖는 기술적 특성과 함께 청소년들의 포르노그래피 이용은 여러 측면에서 급격하게 변화하고 있지만, 인터넷 포르노그래피는 무조건 해로운 것이라는 시각이 무비판적으로 수용되면서 청소년보호가 오히려 제대로 이루어지지 못하고 있다는 점을 지적하고 있다. 또한 인터넷 포르노그래피에 대한 대중적 우려를 도덕적 공황(moral panic)이라고 규정하고, 우리 사회의 인터넷 포르노그래피에 대한 기본 접근은 바로 도덕적 공황 차원에서 이루어지고 있다고 주장한다. 결론에서 바람직한 청소년 보호를 위해 오스트레일리아 모델, 미국모델, 네덜란드 모델을 살펴보고, 인터넷 포르노그래피를 바로 볼 수 있는 능력을 함양하는 프로그램 개발의 필요성, 사전브리핑 또는 사후브리핑을 정기적으로 실시하는 등 교육적 차원의 해결방안을 제시했다.
