As a growing interest in performance management in the public sector, Performance Management Systems (PMS) have also been used successfully in the public sector.
Although the performance management can be generally productive and help improve performance, if executed poorly, not only can it be very costly, but it can be ineffective or even destructive. Although there is some research depicting the success factors for the mplementation of PMS, they do not cover the impact of the particular determinant of PMS implementation on the roles of PMS. The purpose of this study is to identify the determinants influencing the implementation of PMS and to examine the impact of PMS on those implementation factors in the Korean public sector. This study provides insights for organizations about determinants and impediments they can expect to encounter in their PMS implementation; the research draws upon three types of use in terms of PMS roles: strategic management tools, performance measurement tools, and communication tools.
Using the survey from 66 Korean public institutions, the results of the analyses provide that the particular PMS implementation determinants are significant with the roles of PMS in Korean public institutions.
