The study which sees identity of the youth welfare searching with the process for about composition and character that it became accomplished with one of discussion. Currently is a situation where the agreement is insufficient about composition and contents of the young people material. Considering the social situation and developmental context of adolescents, empowerment concept is useful. However empowerment be applied in the youth welfare and strategically there is a restrictive point. We emphasize empowerment in the side of motive and capacity according to the adolescents more the possibility of doing there not to make be a force is the thing. Consequently, through the opportunities empowerment strategy is necessary. First, in the individual level the opportunities provision will be able to secure the participation and a identity of the individual is demanded. Second, from the environmental level the opportunities will be able to be have the pro-social ability and to participate without obstacle must be emphasized.

본 연구는 청소년복지의 성격과 방향을 논의하는 것을 통하여 청소년복지의 정체성을 찾기 위한 과정의 하나로 이루어졌다. 청소년복지의 구성과 내용에 대한 합의가 부족한 상황에서 청소년의 사회적 위상과 발달과정을 고려할 때 임파워먼트는 유용한 개념이고 의미 있는 전략일 수 있다. 그러나 청소년의 능력에 초점을 맞춘 임파워먼트를 청소년복지에 적용할 때 안고 있는 문제점이 있다. 본 연구는 이러한 문제에 주목하여, 임파워먼트를 실용적으로 활성화할 수 있는 대안으로서 동기, 능력, 기회의 이론요소에서 동기와 능력에서가 아닌 기회로부터의 시작을 제안하고 그 의미를 탐색하였다. 그리고 임파워먼트와 관련한 기회제공은 개인과 환경의 두 가지 측면에서 이루어져야 한다고 보고 있다. 첫째, 개인적 측면에서 개인의 참여와 정체성을 확보할 수 있는 기회제공이 요구된다. 둘째, 환경적 측면에서 친사회적이고 장애 없이 참여할 수 있는 기회가 강조되어야 한다
