The purpose of this study is to discuss the future directions of the system of political party nomination of local council members by analyzing pros and cons of adopting this system. In order to efficiently attain such purpose of the study, the theoretical basis of local election and party nomination of the candidates of local council members were elaborated and prior studies have been reviewed and analyzed. Also such controversial issues on the pros and cons were reviewed based on establishment and revision of law and media report releases. Based on the analysis, future directions of the system of political party involvement in local election have been suggested. It is revealed that the party involvement in local election produced both positive and negative effects but it suggested more serious adverse effects. It should be appropriate for the current system of party nomination of the candidates of local council members to complement and improve the existing operational problems and in the long run, it should be ultimately abolished. As for the alternative plan, first, preparation of internal and external monitoring system of the head of the political party was suggested. Second, local political and administrative independence should be strengthened. Third, changes have to be made with awareness of candidates and voters.

본 연구의 목적은 지방자치제도의 부활과 함께 지속적으로 논의되어 온 정당공천제 도입의 찬반론을 비교․모색함으로서 정당공천제의 향후 방향을 제시하고자 함이다. 이러한 연구의 목적을 효율적으로 달성하고자 지방선거와 정당공천에 관한 이론적 근거를 논의하고 선행연구를 검토․분석하였다. 그 다음 정당공천제와 관련한 찬반논쟁의 과정을 법률 재·개정과정과 언론 보도를 중심으로 살펴보았다. 마지막으로 지방선거에서의 정당공천제를 둘러싼 쟁점사항에 관한 찬반론을 비교․모색하여 종합의견을 제시하였다. 그 결과, 정당공천제의 도입은 긍정측면과 부정적 측면 모두를 내포하고 있으나 부정적 견해에 대한 위험성이 더욱 심각하였다. 결국, 현행 정당공천제는 향후 단기적으로 운영상의 문제점을 보완 및 개선하고 장기적으로는 폐지하는 것이 합당할 것이다. 이를 위한 정책대안으로써 첫째, 중앙정당의 내·외부 감시기능의 마련, 둘째, 지방중심의 정치·행정 독립성 강화, 셋째, 후보자와 유권자의 의식전환을 제시하였다.
