The research purpose of this paper is to compare the characteristics of policy conflict and the management strategy of policy conflict between the reconstruction project of Chunggaechun in Seoul and the construction project of the place for atomic trashes in Kyeungju. Through this analysis I could find that management strategies by two city governments were not different in the process of policy making and implementation such as persuasion, consultation, mediation and other strategic usages. While the strategy for conflict management of Seoul city government was very efficient, that of Kyeungju city government was partly efficient for resolution policy conflict. The important factors for efficient resolution for resolving policy conflict were profesionalism and strong belief of mediator through policy making process.

본 연구는 서울특별시와 경주시가 관여한 공공정책의 추진과정에서 나타난 정책갈등의 특성과 그 관리전략을 비교분석한 것이다. 분석결과 정책갈등의 구조와 진폭은 다르지만 동원되는 갈등관리전략은 설득, 협상, 조정, 전략적 이용, 무시 등으로 거의 유사한 것으로 밝혀졌다. 그러나 갈등해소 및 정책결과에 대한 영향은 서울시의 경우 상당히 성공적인 반면 경주시의 경우는 부분적 성공을 거두는 수준에 그치고 있다. 그 요인은 정책의 성격, 정책환경의 차이 등 여러 가지가 있지만 정책협의와 갈등관리를 조정하기 위한 위원회 등 갈등관리조직의 전문성, 신뢰성 등이 특히 중요한 것으로 밝혀지고 있다. 이는 향후 지방정부가 공공정책을 원활하게 추진하기 위하여서는 정책의 질을 높이는 것과 더불어 갈등관리체제의 쇄신과 능력향상이 필요함을 암시하고 있다.
