The elderly long-term care insurance in Korea will be enacted in 2008. It is expected to extend both institutional and home care benefits which are currently limited to public assistance to poor
individuals. Since it is a government-led public insurance, older individuals in functional limitations will benefit regardless of their socioeconomic status. The reasons for introducing the long-term care insurance are the rapidly growing older population, higher usage of health insurance among elders, lack of caregiving family members due to low-fertility rates, elder abuse reports, higher levels of female labor participation, and expensive nursing home
admission rates for both low and middle income families. The role of care management will be in great importance since the longterm care system is an integration of medicine, public health, and social welfare. Thus, the concept, emergence and communication skills for care managers are discussed in this paper. This paper also points the importance of developing a fully adopted Korean version of assessment tool.

2008년부터 장기요양보험제도 실시로 우리나라도 시설 및 재가서비스가 확충되는 계기를 맞이하게 되었는데, 그동안 공공부조대상자 중심으로 제공되던 장기요양급여가 보험적 사고가 발생할 때 중산층을 포함한 모든 피보험자에게 적용된다. 아직 우리나라 노인인구 비율이 높지 않아서 복지정책의 책임을 국가가 대신함으로 도덕적 해이, 무임승차 현상, 가족보호체계의 와해 등으로 시행시기가 이르다고 보는 입장도 있지만, 국민들은 급속한 고령화 속도, 만성질환으로 인한 사회적 입원으로 의료비 상승, 핵가족화, 노인학대, 여성의 사회활동 확대로 인한 가정보호체계의 한계점, 중산⋅서민층의 시설입소 비용부담 과중 등으로 그 필요성을 인정하고 있다. 장기요양보험은 의료⋅보건⋅복지의 통합된 서비스이므로 이를 연계해 줄 케어매니지먼트의 역할이 중요하다. 본고에서는 케어매니지먼트의 이념, 등장배경, 의사소통 기술 등을 비롯하여 우리 실정에 맞는 노년기 기능평가를 위한 도구개발의 시급함을 지적하였으며, 장기요양제도 정착을 위한 정책적 제언으로 현금급여의 도입 및 연령이 아니라 기능 상태에 의한 급여제공의 필요성을 지적했다.
