The purpose of this study is to explore alternatives for maintaining internet as a democratic forum from the perspective of Habermasian discussion of deliberative democracy. Internet has become a key resource and social agent. It has provided netizen with good political space. However, the ideal of the public sphere has been failed by “trolling” which indicates posting derogatory messages about sensitive subjects on newsgroups and chat rooms to bait users into responding. After reviewing critical theories and postmodernism theories to find the ways for reducing trolling on the Internet, this study suggests three points. First, as the Internet is value-free in the technological side, so we need ethics for keeping internet productive and mutually beneficial. Second, to solve problems of trolling, we should search for rather ethical regulations by netizen’s autonomous reason than legal and institutional regulations by governmental intervention. Lastly, the government should support policies for educating media literacy to promote the political role of the Internet and settle it down as citizen’s media.

인터넷은 정보사회의 핵심 자원이요, 사회적 동인(動因)이지만 그 이용과 영향력이 커지면서 부정적 측면 즉 악플의 만연이라는 현상이 나타나고 있다. 네티즌은 인터넷 공간이라는 훌륭한 정치 공간을 확보했지만, 이를 충분히 인식하고 수용하지 못하고 있다. 이 논문은 인터넷의 긍정적 측면과 부정적 측면을 고찰하고, 인터넷의 악플에 대한 대처방안을 강구하고자 연구문제 1에서 인터넷과 정치적 공공성의 관계에 대한 비판적 이론과 포스트모더니즘 이론을 살펴보았고, 연구문제 2에서 하버마스의 주장을 중심으로 악플에 대한 대처 방안을 모색했다. 이 논문의 함의는 첫째, 인터넷은 기술적 측면에서 가치중립적이라는 점이다. 그런 점에서 인터넷 공간을 생산적이고 상호 호혜적으로 조성하기 위한 윤리가 필요하다. 둘째, 인터넷 악플의 해결을 위해서는 엄격한 법적, 제도적 규제보다는 시민 즉 네티즌의 자율적 이성을 강화한 윤리적 규제에 초점을 둘 필요가 있다. 셋째, 인터넷의 정치적 활용을 촉진하고, 시민의 미디어로 정착시키기 위해서는 미디어 리터러시 교육 등 정부의 정책적 지원이 요구된다.
