This investigation was aimed to comprehensively evaluate internal and external environments related to ‘New Town’ project, project executive proceses and results. Since most research on New Town project has been conducted in a perspective of urban planning or real estate policy, few studies on policy-building background or policy-decision-making process of ‘New Town’ project has been carried out. The current study was to establish a comprehensive analysis framework and criteria. Moreover, the frame work and criteria acquired in the current study would be used to evaluate ‘New Town’ project.Evaluation results showed that ‘New Town’ project resulted in a variety of prob-lems as political pledges emerged. Problems were followed as (a) New Town project was not established with plenty of institutional bases and (b) criteria of decision-mak-ing in the project or allotment system of interest/cost were not provided yet. As a result, ‘New Town’ project has not been considered as appropriate as an alternative to overcome obstacles of urban redevelopment. It would be recomended that target districts of the project should be decided not by the profitability and eficiency but by the urban planing and management. Furthermore, administrative system should be improved to reinforce publicity of project. To obtain such aims of project, local government, community, public corpo-ration and residents have to involve in the model development cooperatively.

이 연구는 현재의 뉴타운사업이 등장하게 된 내외부적인 환경과 추진과정, 사업추진 결과를 종합적으로 평가하는데 목적이 있다. 그동안 뉴타운사업에 대한 연구는 주로 도시계획이나 부동산 정책 측면에 치중해 정책형성 배경이나 정책결정 과정에 대한 연구는 부족했다. 본 연구에서는 정책형성 과정 평가 및 정책효과 평가모형을 결합해 종합적인 분석틀과 평가기준을 설정하고 이를 기준으로 뉴타운사업을 분석했다. 분석 결과 뉴타운사업은 충분한 제도적 기반을 마련하지 않은 채 정치적인 공약으로 등장해 많은 문제점을 유발했을 뿐만 아니라, 사업의 결정기준이나 이익과 비용의 분담체계도 마련되어 있지 않는 것으로 나타났다. 그 결과 기존의 도시재정비사업의 문제점을 극복할 수 있는 대안으로는 한계가 있는 것으로 평가되었다. 앞으로 뉴타운사업의 문제점을 극복하기 위해서는 사업의 수익성 기준이 아니라 도시의 계획과 관리 측면에서 사업대상지를 결정하고 사업의 공공성을 강화하도록 제도를 개선할 필요가 있다. 이를 위해서는 지자체와 주민, 커뮤니티, 공사 등이 공동으로 참여하는 사업모델을 개발해야 한다.
