This paper aims to compare the states of cultural development of the seven Korean metropolitan cities in proportion to their populations. To set up indicators of cultural development, this is defined operationally as an increase of the functions of cultural production, cultural circulation and cultural consumption. And the indicators of these functions are set up by the ratio of the residents in cultural creative activities, the number of cultural spaces of the city, and the ratio of participation of the residents to cultural events respectively. The results of the study are as follows. For the function of cultural production, Incheon and Daegu come under a higher rank; Seoul, Busan and Kwangju, under a middle rank; Ulsan and Daejun, under a lower rank comparatively. For the function of cultural circulation, Daejun and Kwangju come under a higher rank; Seoul and Ulsan, under a middle rank; Busan, Daegu and Incheon, under a lower rank comparatively. For the function of cultural consumption, Daegu come under a higher rank; Daejun, Incheon and Busan, under a middle rank; Kwangju, Ulsan and Seoul, under a lower rank comparatively.

본고는 우리나라 7개 광역시의 문화발전 정도를 지역의 문화생산기능, 문화유통기능 및 문화소비기능을 중심으로 지역 인구 비례에 따라 상대적인 비교를 하고 있다. 이를 위해 우선 문화발전의 개념을 조작적으로 정의하고, 이를 바탕으로 문화발전을 측정할 지표를 구성한 뒤, 이 지표에 의거 7개 광역시의 문화발전 정도를 측정하여 상호 비교를 하고 있다. 문화발전은 문화의 생산, 유통, 소비의 기능이 향상되는 것이라고 조작적 정의를 하였으며, 지역 주민들의 문예창작활동 비율, 지역의 문화시설의 수 및 지역 주민들의 문화행사 참여율을 각각 문화의 생산, 유통, 소비 기능의 측정지표로 삼고 있다. 측정 결과, 7개 광역시의 인구 비례 문화의 생산유통소비 기능의 발전정도는 다음과 같이 나타났다. 우선 문화생산기능은 상대적으로 인천대구가 상위권, 서울부산광주가 중위권, 울산대전이 하위권에 속한다. 문화유통기능은 상대적으로 광주대전이 상위권, 서울울산이 중위권, 부산대구인천이 하위권에 속한다. 끝으로 문화소비기능은 상대적으로 대구가 상위권, 대전인천부산이 중위권, 광주울산서울이 하위권에 속한다.
