Today, we live in an age of localization which means competitiveness of each locality is the very same as competitiveness of the whole nation. The locality in an age of localization is not merely administrative organization but also one of political grounds. The local political activities center around the local assembly since the assembly should be the hub of politics in democratic society. First of all, we need to regard the local assembly as a practical ground of life politics so that the local assembly works well. Also, party politics should find its own level as an institutional and practical endeavor to help local assembly perform its functions properly. Furthermore, we need to try to find the way to enhance the bargaining power of local assembly and local government against the central government through networks of local assembly. The development of localization is fundamentally attributable to strengthening the competitiveness of each locality based on establishment of locality's identity. Therefore, institutional arrangement as well as attitude are badly needed in order that local residents themselves would identify and determine their own problems and be responsible for them.

오늘날 우리는 개별 지방들의 경쟁력이 곧 국가 전체의 경쟁력을 의미하는 지방화 시대에 살고 있다. 지방화 시대의 지방은 단순한 행정 조직을 넘어, 그 자체로서 하나의 정치적 장(場)으로의 등장하였고, 그 중심에는 지방의회가 있다. 왜냐하면 민주주의 사회에서 정치의 중심은 의회여야 하기 때문이다. 지방의회가 제대로 작동하기 위해서는 무엇보다 지방정치와 지방의회를 실질적인 생활정치의 장으로 바라보는 우리의 인식 변화가 전제되어야 한다. 이와 함께 지방의회가 제대로 작동할 수 있는 제도적이며 실질적인 노력 또한 경주되어야 할 것이다. 이를 위해서는 무엇보다 정당정치가 제대로 자리 잡아야 한다. 더 나아가 지방의회들 간의 연대를 통해 지방의회와 지방정부들의 중앙에 대한 협상능력과 힘을 제고하는 방법들도 신중히 모색할 필요가 있을 것이다. 지방화는 지방들의 자기 정체성 확립과 이에 기초한 스스로의 경쟁력 강화가 발전의 원천이기 때문에 지역주민들이 스스로 문제를 결정하고 이를 책임질 수 있는 자세와 제도적 장치가 절실히 요청된다.
