This research raises pension income taxation system's equity problems and improvements by dividing it into payment, management and receiving stages. In payment stage, introduction of the differential income tax deduction is required to resolve an imbalance of the present income tax deduction which is advantageous for a person who earns a large income and the maximum income tax deduction should be elevated to settle a retirement pension early. In management stage, a margin of investing pension generated from the portion which doesn't receive an income tax deduction should not be taxed in accordance with pension insurance. In receiving stage, the maximum pension income tax deduction should be elevated not only to settle the difference between pension type and lump sum allowance type but also to keep balance with earned income tax deduction. And additional retirement pension payments and the receipts from pension savings should be applied to the pension income deduction separately and concluded by separate taxation in order to encourage the private pension and resolve the tax unfairness between the public pension and the private pension.

본 연구는 현행 연금소득과세체계를 불입단계와 운용단계, 수령단계로 구분하여 각 단계별로 나타난 과세형평성과 관련된 문제점을 살펴보고 그 대안을 모색하고 있다. 연금불입단계에서는 고소득자에게 유리한 현행 소득공제의 불균형을 해소하기 위해 소득수준에 따른 차등소득공제의 도입과 함께 퇴직연금의 조기정착을 위해 소득공제 한도를 상향 조정할 필요가 있다. 연금운용단계에서는 연금보험과의 균형을 위해 연금불입액 중 소득공제를 받지 못한 부분에서 발생한 기금운용수익에 대해서는 과세를 하지 않는 방안이 검토되어야 한다. 연금수령단계에서는 연금형태와 일시금형태에 따른 과세차이를 해결하고 근로소득공제와의 균형을 위해 연금소득공제 수준을 상향 조정하고, 사적연금을 장려하고 공적연금과의 불균형을 해소하기 위해 퇴직연금 추가불입액과 연금저축으로부터의 수령액에 대해서는 공적연금과 별도로 연금소득공제를 적용하며 종합과세가 아닌 낮은 세율의 분리과세로 과세를 종결할 필요가 있다.
