This paper analyses the process of residential area formation along the Han river-sides in the context of the spatial development of developmental state in Seoul during the late 1960s and 1980s. The residential area formation, consisting of large-scale apartments blocks, in the Han riverside are deeply influenced by ‘Riversides road development’, ‘Riversides reclamation development’, ‘Seoul-Busan highway con-struction’, and ‘Apartment district’, which had been operated by Korean devel-opmental state logics, characterized as the strong planning autonomy of state, quan-tified meritocracy and technical efficiency criteria, and the modern tradition of top-down spatial planning and implementation by hierarchical bureaucracy. It is a cosmos of the dynamics of developmental state, contained the bright and dark sides in the spatial development in Korea.

이 글은 1960년대 후반부터 1980년대 동안 서울의 한강변 아파트 주거지역 형성과정을 발전국가의 공간개발이라는 맥락에서 분석한 연구이다. 물리적으로 한강변에 아파트 단지가 들어서게 된 직접적인 원인은 ‘강변도로건설’, ‘공유수면매립사업’, ‘경부고속도로 건설사업’, ‘아파트지구’와 같은 개발사업과 토지이용제도가 도입되었기 때문이다. 그러나 그러한 공간개발사업 및 토지이용제도의 운영이 가능하였던 것은 국가의 강한 계획적 자율성, 개발의 결과에 대해 계량화된 양적 성과주의와 효율성기준, 최고 권력자를 의식한 공간계획 및 집행과 같은 발전국가적 특성들에 기인한다고 볼 수 있다. 이렇게 한강변 아파트개발과정은 한국의 발전국가적 공간개발이 가진 명암을 포함하는 있는 하나의 축도(縮圖)라고 할 수 있다.
