The purposes of this study are to evaluate the characteristics of mega-urban devel-opment projects driven by a rational of national balanced development with a crite-rion of sustainable development, and to propose future policy directions. A definition of sustainable development in the current study is defined as three principles of environmental soundness, economic efficiency and social equity. And such principles are utilized to evaluate the degree to which a variety of national development policies and huge numbers of mega-urban development projects have sticked to.First, in a view point of environmental soundness, mega-urban development proj-ects are over-developed far beyond the regional environmental capacity. Second, in a perspective of economic efficiency, mega-urban development projects are losing efficiency because of excessive dependancy upon external resources and excessive bet-terment pursuit from land development. Finally, from a view point of social equity, mega-urban development projects have been promoted in the status of inconsistency with long-term national and regional planning and lack of participation of agents related to the urban development.For the criteria of sustainability to be applied to a newly developed city, the utilization of diverse internal resources and participation of various agents in the region should be systematically guaranteed.

이 글은 국가균형발전이라는 명분으로 추진 중인 대규모 도시개발사업을 지속가능성이라는 기준을 통해 평가하고 향후 정책방안을 제시하는 데 목적이 있다. 이 연구에서는 지속가능한 발전의 개념을 환경적 건전성, 경제적 효율성, 사회적 형평성으로 구분하고, 현재 진행 중인 국가균형발전정책과 각종 개발사업이 이 원칙에 어느 정도 부합하는지를 평가하고자 한다. 환경적 건전성 측면에서는 대규모 도시개발사업이 지역의 환경적 수용용량을 넘어서 과도한 개발이 이루어지고 있다. 경제적 효율성 측면에서는 지나치게 외부자원에 의존하고 개발이익의 창출을 목적으로 추진되어 효율성을 상실하고 있다. 마지막으로 사회적 형평성 측면에서는 국토에 대한 장기계획과의 연계성이 부족하고 지역의 관련주체들의 참여가 부족하다. 새롭게 개발되는 도시의 지속가능성을 충족하기 위해서는 지역이 지닌 다양한 자원의 활용과 다양한 주체들의 참여가 보장되어야 한다.
