This thesis is that is researched on the status condition and problem solving alternatives of Home and Community Staying Seniors Service and Seniors Long Term Care Insurance Service. The point view of argument is Home and Community Staying works transforms into Seniors Long Term Care Insurance Service. it will be accepted Home and Community Staying Seniors Service changes alternatives or supplimentary instrument. The sphere contains senior welfare institute and social welfare service. It is defined staying benefits and not class discrimination object but staying welfare service. The study approach suggested improvement tasks and problem-solving according to staying welfare service analysis institution and status conditions. The results of this study is to improve Home and Community Staying Seniors Services. They are as follows.: First, It is necessary recipient enlargement, benefit selection criterion experts in benefit recipient drop. Second, it demands multiphase of service contents, service system. Third, To manage standard intensification of manpower and facilities in benefit delivery system, unification of public administraion management system. Fourth, It is improved budget security of governmental burden and a beneficiary burden in benefit economy. The policy of staying welfare service consists of positive method. it contains Seniors Long Term Care Insurance Service is considered as well stability of finance , service quality uplift and supported persistent monitoring to build belief as to class discrimination.
