Problems in elementary and secondary education are not only today's issue but have been at the center of debate whenever the government changed or major social changes took place. And we have been trying to solve educational problems by reforming the educational system.
However, can educational reformation be the solution to problems in elementary and secondary schools? When it comes to issues in public education systems that have been raised since the mid 90s and the need for new education, I see there is much similarity between current
situations and the last period of the Joseon Dynasty.
The similarity is the overall change of ideology and culture caused by changes in the times. Especially, values are changing. Along with this, the education community is facing a rapid change. After the Joseon opened its ports to other countries, people thought that Confucianism could not save Joseon and realized the new education system was needed to embrace
new values.
Now, more than 100 years after such realization, I want to discuss issues about public education and what ideology and value are behind such issues, and study religious education by Christian parents for elementary and secondary school students. Since I think education problems are happening as we are away from the God and only when God-centered education solve the fundamental problems in education, Christian parents who lead their lives according to God's will must gain trust in elementary and secondary schools and reveal God's glory.
Though Christian parents think they play a role in supporting public education which lacks religious, ethical and mental aspects, can Christian education be supplementary education for government-managed education?
There is a unique reason that Christian education must be put into practice. That is evangelism and communities want it. Like this, the principle of this study shall be serving people in this country while forming Christian communities.
Also, based on 13-year experience acquired by studying religious education by Christian parents in elementary and secondary schools and participating in school management as head of school operation committee, I will introduce the education programs of N·G·Os and show the
possibility of religious education in public schools of Korea with parents (school operation committee), teachers (principal, vice principal, administrative manager, grade manager) and students.

초·중등교육의 문제점을 거론하는 것은 어제 오늘의 일이 아니고 정권이 바뀌고 사회의 중요한 변화가 있을 때마다 사회적 논의의 중심에는 ‘초·중등교육에 대한 문제 제기’가 항상 있었다. 그리고 문제해결을 교육제도의 개혁으로만 찾았다. 과연 오늘날의 초·중등교육에 대한 문제의 해답을 또 다른 교육제도의 개혁에서 찾을 수 있는 것인가? 특히 90년대 중반부터 심각하게 거론되기 시작한 공교육의 문제와 그에 대한 새로운 교육의 필요 제기에 대해 본 발표자는 현재 우리가 처한 시대적 상황과 구한말의 시대적 상황이 유사함을 보게 된다. 그 유사함은 ‘시대적 변화’에 따른 사상과 문화의 총체적 변화이다.
특별히 가치의 변화이다. 그리고 그에 대한 교육계의 획기적인 변화이다. 구한말 개항 이후의 유교교육으로는 나라를 살릴 수 없다는 위기의식, 비판이 새로운 가치관에 의한 새로운 교육이 필요하다는 문제제기가 100여년이 지난 우리사회 전반에서 거론되는 공교육의 문제와 그 문제들의 근원이 되는 사고방식/가치들이 무엇인지를 지적하고 초􀁸중등학교에서 기독인 학부모에 의한 신앙교육에 관한 연구를 하고자 한다. 특히 교육의 문제가 하나님을 떠난데 있기 때문에 하나님을 중심에 모신 교육으로 돌아와야 하며 기독교가 교육의 근본적인 문제를 해결할 열쇠를 가지고 있다고 보기에 하나님께 순종하는 기독인 학부모들이 초􀁸중등 교육현장에서 공적신뢰를 확보하고 하나님의 영광을 드러내야한다. 공교육에 있어 불충분한 종교성이나 도덕성, 정신성이라는 면을 보완하는 역할을 기독교 교육자(학부모) 자신이 그것을 스스로의 사명으로 느끼는 점도 있지만 과연 기독교교육이란 국가 관리형 교육의 보완교육(supplementary education)이 될 수 있는 것일까? 기독교교육에서는 그 실천을 필수불가결한 독자적인 이유가 있다고 본다. 그것은 복음과 그의 공동체가 이것을 요구하고 있는 것이다.
이 같은 본연의 자세를 통해 기독교공동체를 형성 하면서 이 나라의 백성에 봉사하는 것이 본 연구자의 자세가 될 것이다. 또한 13년여 동안 초·중등과정의 공교육현장에서 기독인 학부모에 의한 신앙교육을 연구하며 초·중등학교의 학교운영위원회의 운영위원장으로서 학교운영에 참여한 경험과 N.G.O단체에서의 시민사회(교육)운동의 실천사례와 초􀁸중등학교의 교육주체인 학부모(학교운영위원회), 교사(교장, 교감, 교무부장, 학년부장), 학생을 통한 우리나라 공교육제도에서 신앙교육의 실천 가능성을 소개하고자 한다.
