While the social-economic polarization is growing and the wave of new poverty is appear in Korea, Korean churches have been required to show more concerns about the social welfare for the poor and take responsibility for the poor. To meet the needs of the times, this study is
purposed to examine theological foundation and practice for church's social welfare for the poor focusing on utilizing church areas(or class meetings).
Church areas(or class meetings) are evangelical service delivery system to receive the poor into God's people, and is a diakonia network to be capable of realizing koinonia fully , that is different from secular social welfare. These small groups could be more effective and powerful
organization resources to solve the problem of poverty. Therefore the study relates definition of the poor, suggests the principle of church's social welfare for the poor, and inquires into the meanings and roles of Church areas(or class meetings). It, moreover, suggests an example of
church' poverty welfare practice. Which shows a way to alter Korean church into the servant community embracing the poor in todays.

양극화와 신빈곤 등의 사회 현상으로 인한 중산층의 빈곤화가 가속되고, 빈곤의 되물림이 고착화되는 시대 속에서 한국 교회가 가난한 자에 대한 보다 적극적인 관심과 참여가 요청된다. 본 연구는 이러한 시대적 요청에 대하여 교회가 빈곤복지를 가장 효과적으로 실천할 수 있는 공동체적 통합의 장(場)으로서의 ‘구역(church area) 혹은 속회’(class meeting)를1) 통한 빈곤복지의 이론과 실제를 고찰해 보았다. 구역 혹은 속회는 하나님의 백성으로서의 가난한 자들을 품고 섬길 수 있는 복음적 봉사조직이며, 일반 사회복지와는 달리 단순히 물질과 노력봉사를 뛰어넘어 진정한 코이노니아를 구현할 수 있는 디아코니아 네트워크라고 말할 수 있을 것이다. 따라서 본 연구는 가난한 자에 대한 성서적 관점에서의 이해와 빈곤복지 실천 원칙, 그리고 구역혹은 속회의 의미와 역할을 고찰한 후 구역 혹은 속회를 중심으로 한 개교회의 빈곤복지 실천과정의 한 사례를 제시함으로써 이 시대의 가난한 자를 품을 수 있는 교회로 나아가는데 도움이 되고자 한다.
