Credit card’s actual results in use are increasing by geometric progression. Specially, local
governments using various cards also take a lot of interests in the credit card mileage system since it is developing with various points. However, it is known that are and that it is extremely fewer that the accumulated points are small amount as 0.1～0.3% of utility amount and are changed to cash by various reasons as being lapsed automatically when the fixed period passes in the event of not utilizing the points. However, local government’s credit cards issued for business are being used by each division and local governments are increasingly using their credit cards related to business promotion as food expenses, business promotion expenses and more. In the event of integrating the credit cards and changing them to cash, they can become non-tax revenue to contribute to financial expansion.
The purpose of the study was to examine business credit card’s status of mileage and their use and problems and to propose expansion plans for more non-tax revenue by simplifying and
transparentizing accounting business and by raising the acquired points. According to the study’s
results, national ripple effect is expected.

오늘날 신용카드 사용실적은 기하급수적으로 늘어나고 있다. 특히 신용카드 포인트 적립제도는 다양한 포인트 활용으로 발전하고 있어 여러 카드를 사용하고 있는 지방자치단체에서도 많은 관심을 끌고 있다. 하지만 적립되는 포인트가 사용금액의 0.1~0.3%정도의 소액이고, 포인트를 활용하지 않을 경우 일정기간 경과 시 자동 소멸되는 등 여러 가지 사유로 포인트를 현금처럼 사용하는 경우는 극히 적은 것을 알 수 있다.
하지만 지방자치단체의 신용카드가 업무용으로 발급되어 부서별로 사용되고 있으며 급량비, 업무추진비 등 업무추진과 관련한 신용카드 사용액도 점차 증가하고 있어 이를 통합하여 현금화 할 경우 재정확충에 기여할 수 있는 세외수입이 될 수 있다.
본 연구는 지방자치단체의 사례연구로 업무용 신용카드 포인트 적립실태와 사용현황, 문제점을 알아보고 그 개선점을 찾아 회계업무의 간편화와 투명성 그리고 획득 포인트를 높여 보다 많은 세외수입 확충 방안을 제시하는데 목적이 있으며, 연구 결과에 따라 전국적 파급효과를 기대하고 있다.
