This study analyzed the disaster management agencies' response to the disasters in the local government level. For attaining the research goal, qualitative research through the in-depth interviews was conducted. And in order to analyze the data, we have used the Strauss & Corbin's grounded theory(1990/1998) as a research method in this study. Based on the grounded theory approach, the major findings and results are as follows. First, in the sphere of local government, 46 key concepts were collected and categorized into 16 attributes and 8 categories following paradigms of grounded
theory. The central category, paralysis of disaster site, came down to the administrative problem and the disaster site problem. Second, in the sphere of fire fighting and military, 179 key concepts were collected and categorized into 28 attributes and 9 categories. The central category, failure of disaster site, level down to the initial failure of first aid & rescue and the non-systematic cooperative system.

이 연구는 근거이론적 접근을 통해 재난에 대한 지방정부 재난관리 기관의 반응을 분석함으로써 지방정부 재난관리서비스의 문제점과 그 원인을 파악하는데 목적을 두었다. 이를 위해 여기서는 지방정부, 소방, 군을 대상으로 분석을 실시하였다. 주요 결론은 다음과 같다.
우선, 지방정부에 대한 근거이론적 분석을 통해 총 46개의 개념 및 16개의 하위범주와 8개의 범주를 도출하였다. 중심 범주는 현장의 마비였으며, 현장의 마비는 행정적 문제와 재난현장 문제로 압축해 볼 수 있다. 행정적 문제는 다시 행정 마비와 공무원의 인력부족으로 구분되었고, 재난현장 문제는 비전문적 재난 조사와 지휘체계 혼선으로 요약되었다. 다음으로, 소방․군에 대한 근거이론적 분석을 통해 179개의 개념 및 28개의 하위범주와 9개의 범주를 도출하였다. 중심범주는 현장의 실패였으며, 현장의 실패는 구조구급의 초기 실패와 비체계적인 협력체계로 압축해 볼 수 있다. 구조구급의 초기 실패는 다시 현장 통제체계의 혼선, 행정관서의 초기 대처 미흡, 현장 수요 미반영, 피해지역의 광활성, 내 집 먼저로 구분되었고, 비체계적인 협력체계는 말 안듣는 현장 통제와 동원 안되는 동원 체계로 요약되었다.
