This paper having a purpose of dynamic frequency distribution and code allocation research by
operator based on telecommunication and broadcasting convergency. To dynamic frequency
distribution and code allocation, it analyze frequency status and define parameter for the
effective frequency distribution. For the parameter of multimedia service optimization is
data transmission rate(9.6K, 10K, 14.4K, 144K, 700K, 2Mbps), simultaneous access rate(10%), line
usage rate(20%), threshold frequency rate (0.7) and population density(subscriber), Using adoption of frequency occupation rate and distribution rate by operator through HSDPA technology will allocate and distribute dynamic frequency allocation. Finally, without mutual interference in limited frequency bandwidth, it will show frequency usage rate through dynamic frequency allocation with achievement market establishment.
