The United States’ Council on Competitiveness published a report titled “Innovate America(2004)” (hereinafter the “New Report”). The New Report consists of three main pillars for future competitiveness: talent, investment, and infrastructure. This paper focuses specifically on tracing the history of Japanese Innovation Strategy, and is divided to the following four parts:
