The purpose of the study was to analyze the relevancy of the high school equalization policy at Kyungbuk province. In recent days, the dabate about abolishment or continuation of high school equalization policy among education interest group is very much uproaring at many regions in Korea.
However, it is necessary to diagnose the need and participation degree of residents in the decision making process of this policy.
This study focused on the relevancy of the policy to expand to medium and small-sized city at Kyungbuk province. The result of the study showed that diversity of high school pattern is more necessary than keeping high school equalization system considering the number of high school, school size and characteristics of Kyungbuk province. In other words, it is relevant to establish more diverse and specialized programs of high school or diversification of high school system to meet educational needs of students, parents, and local residents at Kyungbuk province.

1974년부터 실시된 고교평준화 제도는 우리나라 고등학교 체제의 기본 골격을 유지하고 있으나 실시과정에서 끊임 없이 논란의 대상이 되고 있다. 최근 평준화 시행에서 주민들의 요구나 의사결정 참여가 주요변수로 작용하고 있는 바, 막연한 시행이나 폐지의 주장을 뒷받침할 수 있는 실증적 근거가 요구되고 있다.
연구결과 평준화 폐지를 주장하는 주요 논리는 실증적 근거가 미약한 것으로 파악되었다. 평준화지역을 중소도시까지 확대․실시하는 것에 대한 적합성을 살펴보기 위해 경상북도의 경우를 중심으로 분석한 결과, 지역별 학교수, 학교규모 등 외형적 조건으로 고교평준화보다는 지역사회의 교육적 수요를 충족시켜 줄 수 있는 고등학교 체제의 다양화가 요구되는 것으로 고찰되었다.
