The purpose of this study is to analyze the increasing aspect of local governments' social security expenditure during 2003-2004. The results of this study are as follows; 1) Increase of the social security expenditure share have made the local government feel fiscal distress, because it means the shortage of fiscal discretion. 2) The local social security expense distribution is regressive on its per capita income. This study suggested that 1)the (central) government should strive to lessen the fiscal stress owing to increase of local governments' social security expenditure and 2)the regressive aspect of social security expenditure distribution among local governments should be maintained.

본 연구는 우리나라 지방세출에 있어서 사회보장비 지출이 지방재정 운용에 어느 정도 부담을 주고 있는가, 사회보장비 지출은 지역소득에 대해 역진적으로 분포되고 있는가 등에 대해 분석하였다. 지역소득 자료 확보가 가능한 4개도 92개 시군을 대상으로 2003년과 2004년에 대해 실증분석한 결과, 1) 사회보장비 비중의 확대로 인해 지방자치단체들의 재정적 압박이 갈수록 심해지고 있고, 2) 사회보장비의 자치단체별 분포는 자치단체별 주민1인당소득에 대해 역진적인 분포를 보이는 것으로 파악되었다. 이런 사실을 기초로 본 연구에서는 사회보장비지출에서의 자치단체부담율 인하와 사회보장비 역진성의 지속적인 유지 노력을 제안하였다.
