Youth law has been changed according to the reformation of national organization in 2005. Youth basic law has been divided into 3 separate laws. Youth facility policies and the specified standards have focused only on youth training activities so the existing youth facilities have been operated not responding to social changes and youth demands. As it is practically difficult to help youths with existing youth facilities, a new type of youth facility model should be developed. There should be a plan for specialized youth facilities specified in laws to perform youth activities of special purposes. To do this, we need to expand national youth facilities distributed to the provinces in order to develop the national land equally.

국립청소년수련시설국가는 2이상의 시 도 또는 전국의 청소년이 이용할 수 있는 국립 청소년 수련시설을 설치 운영하여야 한다.청소년수련관특별시장, 광역시장, 도지사 및 시장, 군수, 구청장은 각각 제10조 제1호 가목의 규정에 의한 청소년 수련관을 1개소 이상 설치 운영하여야 한다.청소년문화의집시, 도시자 및 시장, 군수, 구청장은 읍 면 동에 청소년문화의 집을 1개소 이상 설치 운영하여야 한다.
