This study aims to characterize the concept of Global citizenship and Global citizenship education including world studies, global education and citizenship education. This study finds that global citizenship education is inevitable in the rapidly changing global society. It argues that societies must prepare young people with relevant knowledge and skills in the global society however, Korean society has not yet ready to equip young people with global citizenship education. Firstly, this study defines the concept of global citizenship and education, secondly this study looks at how global citizenship education is implemented through Oxfam and the National Curriculum in England. This study also describes the concept of youth education which means how to educate or lead young people. As a conclusion, it suggests that there should be the awareness of global citizenship education. Global citizenship education should be analysed as important for the future society. Secondly, this study suggests that concept youth education should be enlarged from the persona dimension to the social and global dimension especially in Korean society. Thirdly, there should be varisous ways of global citizenship education in NGOs and in schools according to the needs of young people and the importance of global citizenship education. Finally, this study argues that there should be the professional educators or youth workers for the global citizenship education, otherwise, global citizenship education would be misused and be regarded less significant than it should be.

지구시민이란, 개인의 삶에 대한 책임은 물론이고 자신이 속한 지역사회와 지구에서의 다양한 문제에 책임감을 가지고 해결과정에 참여하며, 전 지구적 공동체의 발전을 위하여 실천하는 사람이인 것이다.이와 비슷한 맥락에서 2000년 영국의 잉글랜드의 고육고용부(Department for Education and Employee攀 현재의 Department for Children, Schools and Families를 의미함(http://www.dfes.gov.uk/)攀攀)는 지구시민이 되기 위해 필요한 자질을 다음과 같이 제시하고 있다.영국사회에 존재하는 다양한 정체성과 상호존중의 원리를 이해할 수 있는 능력지구 공동체로서의 정치경제환경적인 지속가능의 의미와 유럽연방, 미국의 역할에 대해 이해하는 능력이상의 자질을 가진 사람들을 지구시민으로 인식한다는 전제하에 DfEE는 학령기 학생의 지구시민교육과정에 포함되어야 할 시민으로서의 기본 자질로 다음의 덕목들을 제시한다.시민성지속가능개발사회정의가치와 견해다양성상호의존분쟁해결인권이와 비슷한 관점에서 영국의 대표적인 시민교육단체중의 하나인 Citizenship Foundation(2006) 은 지구시민이 되기 위해서 가져야 할 자질로 다음의 것들을 제시하고 있다.권리와 책임인권의식다양성- 국가적지역적종교적인종적 다양성선거와 민주주의의회와 여러 형태의 정부미디어와 언론의 자유자원조직분쟁해결소비자고용주고용인의 권리지구시민성경제지속가능개발사법제도사회변화를 유도하는 방법이상의 영국의 교육고용부(Deparment for Education and Employment)攀 현재의 Department for Children, Schools and Families를 의미함(http://www.dfes.gov.uk/)攀攀와 Oxfam에서 제시하는 지구시민의 공통된 자질들은, 다양성을 존중하고, 변화하는 세상에 대해 정확하게 알고 반응하며 지역사회와 세계에 관련된 일에 관하여 책임감을 가지고 참여하는 사람이라고 정의할 수 있다.그러나 영국의 교사들이 지구시민 양성을 위한 장애물로 지적하는 것들이 있는 데 우선 지구적 사안(Global issue)을 지나치게 중요시하는 영국의 교육정책이 있고, 지구적 문제와 사건에 대한 교육담당기관의 이해부족과, 교육 자료의 부족, 전문가를 위한 훈련이나 연수기회의 부족, 잠재적으로 논란의 소지가 될 수 있는 사안을 다루는 것에 대한 자신감의 부족을 들고 있다(Davies, 2005). 그러므로 여기서 생각해 볼 수 있는 것은, 여러 이상적인 지구 시민상을 논하는 것은 쉽지만, 실제로 교사나 청소년지도자가 교육하고 훈련하기에는 우선 교사와 지도자에 대한 충분한 교육과 훈련의 기회가 주어져야 할 것이다. 한국에 지구시민교육이 이제 막 소개되어지기 시작한 만큼 교육전문가들 사이에서 한국적 상황에 어울리는 지구 시민상을 수립하고 이를 위해 일선 교육의 현장에서 직접 지구 시민을 키워낼 전문가들을 위한 교육의 마련이 시급해 보인다.
